About the Role: 

As a Staff Manager of OSP Engineering, you will oversee the design of outside plant (OSP) jobs, maintenance, held orders and implementation. In this position you will have full end to end responsibility for overseeing and delivering cost-effective quality OSP infrastructure designs for GPON networks, customer orders and road moves. You will determine the architecture and select OSP products as it relates to fiber to the premise and hybrid fiber/copper networks. This position has full responsibility for managing the CAPEX budgets for the assigned area of responsibility.

 

What You’ll Do:

  • Identify the requirements and determine the cost of equipment, devices, and services related to construction.
  • Maintain records of construction, resolution of issues, and replacement of equipment and parts within various Windstream systems.
  • Monitor team performance, delegate tasks and promote and participate in continuous safety training and safety standards. 
    Ensure goals are met and within budget.   
  • Confidently handle problems, multi-task, exhibit organization skills, provide direction to the OSP engineering and construction teams, promote a culture of innovative solutions that embraces accountability and efficiencies and use interpersonal skills to professionally communicate with others.
  • Establish goals and objectives that drive process improvement and consistency, cost effective network designs, and thought-provoking leadership throughout the organization to ensure compliance with Windstream policies.
  • Collaborate to determine cost points for copper augments versus replacements.
  • Bring together the planning and engineering disciplines to analyze the need and the design of the network, evaluation, and selection of new technology, and implementing tactical and strategic initiatives.
  • Review new planning designs for new services, corporate initiatives, relocations, and any other challenging situations to ensure best design practices have been utilized to come up with the most efficient, cost effective OSP solution.
  • Review OSP Engineering designs to ensure use of best practices across the network.
  • Ensure contracted resources are performing network designs as specified on schedule, on budget, and provide per Windstream standards to meet project requirements including road moves.
  • Work with the area managers to ensure timely completion and quality of all jobs being constructed, work with other leaders within planning, sales, procurement, finance, HR, and local operations.
  • Provide direction, advice, and mentorship to the management team and staff on issues and assist in removing impediments to ensure positive outcomes.
  • Review, forecast, and manage capital expenditures to insure accountability to capital targets and goals.
  • Serve as a point of escalation for OSP issues, drive resolution by inserting influence, direction, and decision making into escalations to ensure performance and on time delivery for Windstream customers when called upon.
  • Respond to requests from other departments for information on initiatives, billing, expense, and employee issues.
  • Participate in interdepartmental discussions on policy and help craft Windstream policy on issues.
  • Prepare capital budgets, coordinate the creation of capital costs for future project plans, baseline expenditures (road moves, service funds, etc.,) and expense costs in order develop the annual budget.
  • Manage, develop, and lead direct reports.
  • Travel with overnight stays to include out of state travel.

 

Do You Have?

 

  • A valid driver’s license
  • Change management skills working in a large multi-departmental organization
  • Experience managing and scheduling a flexible workforce, required to work non-traditional work hours including, travel, overtime, holidays and after hour call outs
  • Experience improving organizational effectiveness, optimizing workflow, and executing on strategic goals
  • OSP experience and knowledge constructing aerial, buried and underground methods related to fiber, copper and COAX cables
  • Strong written and oral communication skills
  • Proven ability to plan and organize workloads and work within multiple deadlines
  • Strong safety record and demonstrated experience of working within an established and advanced health and safety program

 

Even Better:  

 

  • Telecom engineering and outside plant construction using RUS Units and CATV Designs
  • 10 years professional level related Engineering/Technical experience with 3-5 years supervisory experience; or an equivalent combination of education and professional level related Engineering/Technical experience desired

 

Minimum Requirements:

College degree in Engineering or a related field and 5-7 years professional level experience with 0-2 years supervisory experience for roles with supervision; or 9+ years professional level related Engineering/Technical experience with 0-2 years supervisory experience for roles with supervision; or an equivalent combination of education and professional level related Engineering/Technical experience required.
