Job Title:  Associate Vice President of Human Resources

Reports to:   Chief Diversity, Equity, Inclusion and Human Resource Officer

General Responsibilities:

The Associate Vice President (AVP) of Human Resources is a key thought leader with a strategic mindset who serves as a trusted advisor and partner to drive human resources initiatives that support the overall mission and strategic direction of Thundermist Health Center.  The AVP of HR leads the Human Resources Department and provides strategic and day-to-day oversight for HR functions including benefits. As a direct report to the Chief Diversity, Equity, Inclusion and Human Resources Officer the AVP for Human Resources is responsible for other programs including benefits and wellness, implementation of personnel policies and procedures, talent acquisition and orientation, Human Resources Information System (HRIS), employee compensation, performance management systems, compliance issues and personnel records. The Associate Vice President of Human Resources is focused on continuous service improvement and operational excellence; and provides strategic leadership and vision for as an organization committed to being an employer-of-choice and for fostering a culture that is diverse, equitable, inclusive, and forward thinking. The AVP of Human Resources will interact thoughtfully across all sites to establish and build a workplace culture that thrives on collaboration, professionalism, and innovation. 

 

Qualifications:

Required Qualifications:

 

  • Master’s Degree in human resources, business administration or a related discipline with five years of experience; with 1 year in a senior leadership role
    • Substitution: Bachelor’s Degree in human resources, business administration or a related discipline and 3-5 years’ experience, with 2 years in a leadership role.
  • Proven leadership skills including clear goal setting, prioritization, and ability to lead team in an environment, which promotes teamwork and teambuilding.
  • Strong organizational and decision-making skills, analytical and problem-solving abilities, and interpersonal skills
  • Ability to work in a complex, fast-paced environment with multiple tasks, short-long term deadlines.
  • Strong verbal and written communicational skills.
  • Skills and ability in the use of computers and Microsoft office.

 

Preferred Qualifications:

 

  • 5-10 years of progressive human resources related experience
  • Two years of work experience in healthcare setting
  • Two years of supervisory experience, talent acquisition and/or benefits experience
  • Demonstrated knowledge and familiarity with best human resources practices and gold standards.
  • PHR, SPHR, SHRM-CP or SCP

Significant Job Functions:

  • Develop and implement policies, procedures, and guidelines for functional areas to support onboarding, recruitment, and retention efforts.
  • Establish pay structure and compensation philosophy as outlined by the Chief Diversity, Equity, Inclusion and Human Resources Officer
  •  Coordinate wage and salary administration, maintain internal and external pay equity.  Administer incentive programs (if applicable) and participate in wage and salary surveys to ensure the agency’s competitive position in the marketplace.
  • Oversees the refinement and creation of existing and new programs to address employee needs (e.g., employee recognition and total rewards).
  • Support organizational planning to achieve short- and long-term staffing forecasts (e.g., workforce planning).
  • Prepares ad hoc reports and conducts research on HR matters and if necessary, prepares the data for analysis by Senior leadership. 
  • Manages employee performance including conflict management, coaching, Ensure HR practices, processes, policies, and related documents are consistently applied and comply with applicable laws, organization guidelines, policies, and procedures. 
  • Comply with all State, Federal, requirements regarding Human Resources, such as, but not limited to, employee files, employee leaves, continuation of benefits, postings, policy development and trainings.
  • Develop hiring criteria and assist department supervisors with job descriptions and competency checklists, as well as with filling their department human resources needs.  Develop recruitment and hiring program that includes an orientation package and training through probationary period.
  • Administer benefits program, including enrollment, records management, and billing procedures for health, dental, life, long term disability, 403 (b) and Section 125. Investigate and recommend new and/or improved employee benefit plans and cost savings measures.  Ensure legal compliance with COBRA, FMLA, Labor Postings, Workers Compensation, TDI, and Unemployment Insurance.
  • Conduct employee trainings and function as a resource for employees, supervisors, and management on HR benefits and hiring practices.
  • Administer performance evaluations program in conjunction with department supervisors. 
  • Meet with department managers to detect any existing or potential problems and/or opportunities and recommend corrective or preventative measures, while being attentive to employee concerns and suggestions on any quality of work issues.
  • Presides over grievance hearings in a fair, solutions-based manner.
  • Acts as the organizations lead change agent by helping the employee population adapt to the changing needs of our health care center.
  • Develop and promote programs to help management create an atmosphere of trust and honesty regarding employee productivity and safety.
  • Recruit, check references, hire, orient, and follow up on all new personnel through their probationary period. 
  • Provide summary reports with recommendations, employee turnover, volunteers, new hires, employee opinion survey results, etc.
  • Initiate and oversee an employee Intranet system.
  • Coordinate all human resource functions, including special assignments and projects, as deemed necessary by the CHRO/CDEIO.
  • Other duties as assigned

Physical Effort/ Environment:

 

  • This is a hybrid position, allowing duties to be performed from home or at a Thundermist site.
  • General office environment.  No unusual physical demands.
  • Transportation needed for visiting the sites. Flexibility to be at the Woonsocket site during the week with the ability to be at other sites on an as-needed basis.

 

Work Schedule Demands:

  • Full time (40 hours, plus). AVP of Human Resources will be expected to attend any weekend and evening functions as necessary.

  • Exceptional oral and written skills necessary.
