SUMMARY

The Human Resources and Payroll Specialist is a valuable and trusted resource responsible for providing a broad range of human resources and payroll support to all employees of the organization.  Maintains and processes payroll records and reports for human resources regarding salary/wages due, entitlement accruals, deductions and other payroll functions. The Human Resources and Payroll Specialist plays a crucial role in the occupational and financial health of our employees and supports ASI’s vision by ensuring our employees can “work, learn and play” effectively, knowing they are compensated in an accurate and timely manner.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

  • Responsible for all aspects of in-house bi-weekly payroll processing.  This includes reviewing employee timesheets (electronic and hard copy) for accuracy, appropriate authorization, missed meal breaks, overtime, etc. Ensure accuracy of data entered for new hires/changes.
  • Create reports as needed.
  • Enforce appropriate policies and procedures related to all areas of payroll processing meeting all federal and state mandates as well as best practices. 
  • Troubleshoot payroll issues with staff and managers providing solutions and facilitating decision making.
  • Provides assistance with the HRIS/payroll system for employees and internal customers.
  • Collaborate with Human Resources management to train staff and managers.  Prepare correspondence to management/staff on payroll issues as needed.
  • Ensure timely annual reporting of EEO-1 and California Pay Data.
  • Maintain confidential files/data for employees and the department, as required by federal, state and organizational guidelines.
  • Must be able to work independently with little supervision and be able to work effectively and efficiently, with a high degree of accuracy.
  • Ability to build trusted relationships and be part of a high performing team, exhibiting strong interpersonal
  • Process/monitor garnishments and other authorized payroll deductions/withholdings. 
  • Process payments (i.e. retirement contributions) as required. 
  • Coordinate and manage HR procedures and training for employees as guided.
  • Stay current with state and federal payroll laws.
  • Provide support to the HR department in the planning and execution of special events (i.e. employee appreciation events) as needed.
  • Complete verifications of employment.
  • Attend conferences and workshops
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS

  •       Prior experience with payroll processing and/or payroll processing systems;
  • An understanding of human resources practices and professionalism
  • Intermediate knowledge of California wage and hour guidelines and payroll best practices;
  • Proficient with Microsoft Office suite, including Word, Excel, and Outlook;
  • Highly organized and great with time management;
  • Strong communication (written and verbal) and interpersonal skills;
  • Demonstrates good judgement, is approachable and professional in attitude and demeanor;
  • Regular attendance, dependability, and punctuality are essential to the successful performance of this position;
  • Detail-oriented.

 

 

PREFERRED QUALIFICATIONS

·         Bachelors or Associates degree in Business or Human Resources preferred, or a combination of work experience and education and/or HR certification

·         Minimum 3 years payroll processing experience preferred

·         Minimum 2 years human resources administration preferred

·         Experience with technology/HRIS/Payroll software (i.e., UKG or Paylocity)

·         Human Resources certification (SHRM or HRCI) or Payroll certification (CPP)
