Position Summary:
 
The Father Engagement Specialist (male/father) recruits families (males/fathers) of enrolled Migrant & Seasonal Head Start, Regional Head Start, and Early Head Start children to participate in the Father (male/father) Engagement  opportunities. Supports CAPSLO’s mission by developing male/father engagement groups for those in need in the community. In addition, provides support to strengthen families by engaging families (males/fathers) in their children’s education and positive development. Accordingly, develops, leads, and facilitates Father (male/father) Engagement groups, activities, and events (forums); and oversees the implementation of a systematic Father (male/father) Engagement Program in various counties; San Luis Obispo, Monterey, San Benito, Kern, Fresno, Santa Barbara, Orange and Ventura. This position requires travel to these counties and is based in SLO County. 
 
Required Education and Experience:
  • Bachelor’s Degree and two years experience in human services or related field.
  • Must complete training and education in the Father Engagement Curricula within six months of employment.
License & Certifications:
  • A DMV printout and proof of insurance will be required.
Essential Functions:
  • Advocates to Children Families Services (CFS) families (males/fathers) to recognize the importance of their role in their Father as the first teacher of their children.
  • Helps clients (males/fathers) develop personal and Father communication skills, and build self-confidence. Supports males/fathers in modifying patterns of behavior that interfere with or are detrimental to Father wellness by increasing understanding of self and awareness of personal problems which the client (male/father) takes part in creating.
  • Provides / incorporates information and resources on depression, substance abuse/use in the Father, and the effects of living in a house with domestic violence on the children in the Father.
  • Recruits families (males/fathers) of enrolled children, into the Father Engagement program by attending parent meetings and activities.
  • Engages and assists out-of-county staff in the active recruitment strategies for families (males/fathers) and best practice activities for the program.
  • Provides training and support to all of service areas (counties) in developing and implementing a Father (father or significant male) Engagement program.
  • Develops, leads, and facilitates Father (male/father) engagement groups, activities, and events (forums) in various counties.
  • Mentors families (males/fathers) toward expanding the Father Engagement program through encouraging mentoring of other males/fathers, facilitation of groups, and recruiting other males/fathers into the program.
  • Communicates professionally and openly with all program staff and families.
Additional Responsibilities and Duties:
  • Assists in conducting an annual agency-wide father friendly assessment, compiles and analyzes results of assessment while working with individual departments. 
  • Assists in planning and implementing workshops, trainings and Father activities for families (fathers or significant males).
  • Arranges and/or provides transportation to seminars, workshops, and field trips.
  • Works in conjunction with CYFS programs and program staff to ensure that the Father’s (male/father) goals and interests are incorporated into the Family Partnership Agreement.
  • Collaborates and develops inter-agency agreements with community services agencies to provide referrals for services on behalf of families (males/fathers). Monitors and follows-up to ensure that such services / resources have met the identified needs of families (males/fathers). 
  • Reviews Service Area Plans and verifies quantity and quality of all services / resources provided to the families (males/fathers).
  • Monitors and tracks the status and progress of Father (male/father) engagement participants and assists with any problems that arise.
  • Develops and maintains appropriate files, documentation of contacts, services, and referrals for families (males/fathers).
  • Compiles records and prepares reports to be submitted to the PFCE Manager.
  • Must use reasonable precautions in the performance of one’s duties and adhere to all applicable safety rules and practices; and act in such a manner as to assure at all times maximum safety to one’s self, fellow employees, clients and children.
  • Performs other duties as needed.
Knowledge, Skills and Abilities:
 
Knowledge
  • Must be able to communicate orally and in writing in the English and Spanish language and pass a bilingual / bi-literate test.
Skills
  • Must possess intermediate / strong computer skills.
Abilities
  • Must maintain a professional attitude towards the children, families and the staff at all times.
  • Must be able to keep accurate, complete and neat records.
  • Must be able to interact and work well with other staff members in a team environment.
  • Must be able to develop good working rapport with service providers and community resources.
  • Must be able to relate well to all people of the community regardless of color, national origin, religion, sex, pregnancy, age, marital status, veteran status, sexual orientation, disability or socio-economic level.
  • Must understand, uphold, and continue working toward accomplishing the mission, strategic goals and performance measures of the agency.
Supervisory Responsibility:
 
No direct supervisory responsibilities.
 
Work Environment:
 
Requires working indoors in temperature-controlled environment with some exposure to copier and printer chemicals/fumes.
 
Physical Demands:
 
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
 
Physical
  • Position requires intermittent sitting, standing, walking, twisting, and bending.   
  • Must be able to lift 30 lbs.  
  • Simple grasping and hand manipulation required, as well as reaching above and below shoulder level.  
Travel: 
 
Must be able to travel frequently to various counties and stay overnight as needed. Must have dependable, insured transportation and valid California Driver’s License (mileage to be reimbursed) and acceptable driving record. A DMV printout and proof of insurance will be required.
 
Additional Eligibility Qualifications:
  • Must be at least 18 years of age by date of hire. 
  • Must submit proof of current vaccination status for measles, pertussis, and influenza (or a current, signed influenza declination form) in compliance with SB 792.
  • Must comply with the CAPSLO COVID-19 Vaccination Policy, either being fully vaccinated or sign a COVID-19 vaccination declination form.
  • Must complete a health screening physical completed within 30 days prior to employment and a current TB skin test/Chest X-Ray. 
  • Employment is contingent upon meeting all job requirements and background requirements: criminal history check (Inclusive of DOJ, FBI and Child Abuse), acknowledgement of child abuse reporting responsibility, criminal record statement (Form LIC508), etc. A criminal history clearance is required prior to employment. 
  • Upon hire agency staff will check the Megan’s Law (or the current sexual predator website) to ensure each staff being hired is clear for employment. Program administrative staff will check the website annually to ensure all program staff are cleared to work. 
  • Must meet the Head Start Performance Standards and State requirements. 
  • Employment in Head Start, Early Head Start and Migrant and Seasonal Head Start Programs is contingent upon approval of the Policy Council.
