CBI provides residential, outpatient, inpatient, patient-centered medical homes, medication-assisted treatment, and crisis services to individuals experiencing crisis, opioid use disorder, homelessness, and mental illness. 

CBI is the premiere non-profit fully integrated healthcare provider of substance use and behavioral health programs in Arizona, including prevention, education and treatment using cutting-edge, nationally recognized, evidence-based models.


Job Summary

The Director of Eligibility and Enrollment plans, develops, and implements activities regarding eligibility and enrollment administration/process for CBI locations and services (including behavioral health, substance use, and physical health services). The director ensures and oversees adequate internal controls and audits are in place related to areas of responsibility to ensure adherence with the Code of Federal Regulations, Arizona Administrative Code, Arizona Department of Health Services/Department of Behavioral Health Services, Arizona Health Care Cost Containment System Provider Manual, Arizona Office of Medical Facility Licensing, all accrediting bodies for CBI locations, Community Bridges Policies and Procedures, RBHA/TRBHA provider manuals and clinical cost center budgets. This position also provides a central oversight function across the agency regarding all eligibility and enrollment functions, including data reporting and analysis. 


Education and Experience Required

  •  Bachelor’s degree, preferably in a field related to behavioral health, required. Master’s degree preferred.
  • Minimum of 1-3 years of experience working in the healthcare field with a focus on eligibility verification, benefit management and enrollment required.
  • Three to five (3-5) years of progressive management experience required.
  • Experience working in a medical related field with a focus on eligibility and enrollment preferred.
  • Knowledgeable about how to access information related to eligibility and benefits for all CBI lines of business.
  • Knowledgeable in Medicaid, commercial insurance, public health systems of health care terminology to include but not limited to, health plans, eligibility verification, identification of in network and out of network benefits, CPT-4, HCPC and Revenue Codes, prior authorization preferred, resources for obtaining insurance (e.g. Medicaid applications/renewals, marketplace insurance), and benefits associated with various funding streams (e.g. Medicaid, SUBG, MHBG, SOR, etc.).
