JOB PURPOSE: The Human Resources - Provider Recruiter manages the full life cycle recruitment for all advanced practice and designated provider recruitment within El Rio Health. A Provider Recruiter attracts, recruits, and retains top talent, while working collaboratively with employees, management, and leadership. This involves strategic research, networking, and collaborating with market campaigns to find providers needed to fill positions. This includes planning, developing and implementation of specific strategies to support the strategic direction for provider recruitment by maintaining open lines of communication with Provider leaders and administration. As a Provider Recruiter, you will be an essential part of our corporate business support team and be responsible for the daily oversight and management of the candidate experience for some of our most vital roles. Our ability to deliver excellent patient care and operational success depends directly on the efforts of our Provider Recruiter. The Provider Recruiter ensures a fair, equitable and consistent hiring process, complying with Federal, State, and Local laws, in addition to organizational policies, procedures, requirements and processes.

 

The primary goal of the El Rio Health Human Resources – Provider Recruiter is to support El Rio’s Mission of providing comprehensive, quality health care that is affordable and accessible to all who may have healthcare needs, by successfully performing the primary essential functions.

Essential Job Functions:

  • Manages full life cycle recruitment for Provider specialties.
    • Understands hiring challenges and offers innovative solutions; develops creative strategies to attract strong candidates.
    • Develops talent pipelines for future hiring needs through identifying qualified candidate profiles using various sourcing techniques with a focus on passive candidates.
    • Creates a pipeline of talent, and strives to continually build relationships with candidates, community members, schools, and institutions.
    • Builds rapport with internal and external candidates to deliver a “world class experience” through proactive, recruitment activities, communication, and efficient management of hiring process.
    • Builds relationships with top candidates and establishes a pipeline of qualified resources.
    • Develops, updates, and creates recruitment materials, flyers, job posting language and website platforms in collaboration with Talent Acquisition Manager and Marketing.
    • Network with and develop relationships with Residency and Fellowships Programs.
    • Partners with El Rio Health Leaders for replacement and growth needs.
    • Collaborates with the Provider Leadership on strategic candidate sourcing and screening planning using various channels to look for potential candidates, contacting passive candidates and building talent pipelines for future hiring needs.
    • Creates interview questions, coordinates, and facilitates provider interview process.
    • Ensures designated positions are posted and candidates are being sourced maintaining a strong pipeline of providers for El Rio Health.
    • Represents El Rio Health at association meetings and recruitment functions.
    • Develops relationships with employment agencies, placement offices as well as residency and fellowship programs.
    • Responsible for keeping up to date on national and regional recruitment standards and involvement in associations related to the recruitment activities.
    • Initiates credentialing/privileging onboarding process for signed providers
    • Schedules new providers for their pre-hire appointments and orientation.
    • Utilizes HRIS System to track full life cycle recruitment of candidates.
    • Reviews compensation via the established process with Talent Acquisition Manager.
    • Delivers and presents job offer letters to candidates following the interview.
    • Travels to and attend conferences, career fairs and other recruitment-related events.
    • Coordinates with Organizational Development on Provider Engagement and with Talent Acquisition.
  • Creates opportunities to enhance the provider recruitment and placement process, including developing new provider recruitment strategies and identifying ways to improve workflow, staff retention, and any related recruiting efforts to set El Rio Health as the employer of choice.
  • Acts as liaison between providers and other clinical staff within the scope of talent acquisition related duties.
  • Updates and maintains confidential personnel files to document personnel actions and to provide information for payroll and human resources staff.
  • Coordinates and prepares requisitions or work orders within established limits and procedures; obtains appropriate approvals.
  • Supports employee performance through processing and updating job descriptions and competencies as appropriate.
  • Demonstrates self-initiative by being aware of your work environment so that you can act to assist co-workers and others while maintaining and enhancing a respectful and positive attitude in the work environment.
  • Performs and/or completes all assigned specialized duties, tasks, responsibilities, and assignments supporting Human Resources operations within established time frames; meeting established rates of performance for the quality and quantity of work for the position; demonstrating a high level of technical expertise, quality, efficiency, and accuracy in the employee’s job performance that ensures the highest standards of excellence.
  • Maintains employee and/or patient confidentiality by controlling the environment and information being disclosed to authorized individuals ensuring compliance with all HIPAA and corporate compliance standards, as well as accepted human resources confidentiality standards.
  • Possesses and demonstrates the knowledge, understanding, and specialized technical skills to utilize and complete assigned duties, tasks, and responsibilities working with organizational operating systems, programs, and/or business software. Serve as an informational contact point, and subject matter expert, for organizational operating systems, programs, and/or business software in support of employees and internal/external clients or representatives bringing any issues, complaints, problems, or requests to timely and effective resolution.
  • Conducts due diligence and background screening.
  • Follow-ups with candidate after placement for improve retention efforts.
  • Ensure compliance with all legal and HR policies and procedures.
  • Ensure work assignments are completed in a timely and accurate manner.
  • Ensures applications and potential candidates are processed according to all Federal, State and Local laws.
  • Ensures adherence to all organizational regulations, including Labor Management Agreement, HR Policies and Procedures, and any third-party responsibilities.
  • Maintains a clean, safe, and hygienic work environment in compliance with all Policies and Procedures including but not limited to work areas, workstations, examination rooms, hand washing, infection prevention and control etc. for this position.
  • Demonstrates an understanding of and proficiency with the application of all compliance and reporting requirements respective to Joint Commission Certification (JCC) standards.

  • Identifies and reports any safety hazard, or potential hazard, by immediately notifying supervisory staff and communicating the hazard in compliance with all Policies and Procedures; thereby ensuring that El Rio Health Center provides safe and clean facilities for all patients and visitors, as well as a safe and clean work environment for all employees.
  • In support of the Mission and Vision of El Rio Health, will at all times represent themselves as a professional role model of El Rio Health serving as a positive informational source for members of the community.
  • Supports El Rio Health by participating in community events which promote good health, and which contribute to a broader awareness and understanding of El Rio Health and the many services provided to the community.
  • Participates in all appropriate health care activities related to El Rio Health on a local, state, and national level to maintain and enhance El Rio’s image with health agencies, professional associations, and the general public.
  • Ensures and supports the cost-effective use of materials, supplies, and equipment by limiting waste of all organizational supplies and resources.
  • In accordance with policies and procedures ensures that documentation of hours worked is completed accurately, as well as signed-off/approved in a timely manner.
  • Employees must maintain their skills proficiency with El Rio Health operating systems and/or software programs by adapting to changing requirements and successfully learning and demonstrating new skills in response to software, system, and program improvements or upgrades.
  • Performs other duties as assigned.

 

Minimum Education and Experience:

  • Bachelor’s degree in healthcare administration, human resources, or another related field
  • Five (5) years of Provider Recruiter experience.
  • Five (5) years of experience in a Healthcare environment.
  • Five (5) years of experience utilizing Human Resources Information Systems (HRIS) and automated applicant tracking systems.
  • Eight (8) years of experience in Human Resources.

 

If applicable, an equivalent combination of education and experience may be considered and must be directly related to the functions and responsibilities of the job.

 

Required Licenses, Certifications, and Registrations:

  • Level I fingerprint clearance card: current valid and in good standing or have applied for it within seven working days after beginning employment.
  • Employees in this position are required to have reliable transportation that can meet any operational reassignments of the organization during the workday. If an employee is driving during work hours, the employee is required to possess a valid driver’s license and must comply with Arizona vehicle insurance requirements.

Preferred Education, Experience, Skills, Abilities:

    • Master's degree in healthcare administration, human resources, or other related field
    • Ten (10) years of Provider Recruiter experience.
    • Eight (8) years of recruiting experience in a Healthcare environment.
    • Eight (8) years of experience utilizing Human Resources Information Systems (HRIS) and automated
    • applicant tracking systems.
    • Eight (8) years of experience in Human Resources
    • Association for Advancing Physician and Provider Recruitment (AAPPR) Certification
    • Recruitment or Talent Acquisition Certificate
    • Experience with Federally Qualified Health Centers (FQHC) or look-alike
    • SHRM Certification (SCP or CP) or PHR / SPHR

El Rio Health requires all employees (except those 100% working remotely) to have a Level One Fingerprint Clearance card. A.R.S. 36.425.03. If the prospective employee does not possess this prior to hire, fingerprint application must be completed within 7 days post hire.
