Schedule: Monday through Friday 8am to 5pm, occasional Saturdays

Pay Range: $79,585 - $115,244 Depending on Experience

JOB PURPOSEThe Associate Health Center Manager under the guidance of the mission, vision, and cultural beliefs of El Rio Health manages the administrative clinical operational activities of health centers as assigned. The Associate Health Center Manager manages health center staff in the delivery of high-quality healthcare services to El Rio Health patients. In this role, the Health Center Manager demonstrates a commitment to providing these services to a diverse range of patients in support of the mission, vision, and values of El Rio Health Center. The Associate Health Center Manager may provide nursing services to patients and will work with the health care team to coordinate high-quality and effective clinical and non-clinical services as a Registered Nurse under the policies and procedures of the Arizona State Board of Nursing and those of El Rio Health Center.

The Associate Health Center Manager works with administrative supervision and has discretion and independent judgment authority with respect to matters of significance for the assigned department in respect to the resolution of work problems involving departures from standard policies, interpretations, or procedures within the functions and processes for which they are accountable and responsible within the scope of authority and responsibility for the position.

The primary goal of the El Rio Health - Associate Health Center Manager is to support El Rio’s Mission of providing comprehensive, quality health care that is affordable and accessible to all who may have healthcare needs, by successfully performing the primary essential functions.

Essential Job Functions:

  • Identifies care gaps within the population of own health centers and develops Action plans.
  • Promotes public health and disease prevention through community outreach and the use of technology.
  • Identifies determinants of health as it relates to health disparities and develops action plans tracking rates of illness, death, chronic conditions, behaviors, and other types of outcomes.
  • Manages administrative clinical operational activity, programs or projects, and administrative assignments supporting the Health Center’s operations to ensure the highest standards of excellence.
  • Implements and maintains a Continuous Quality Improvement approach to all clinical administrative operations, continuously gathering and assessing data for use in improving individual and department performance, as well as contributing to the development of more efficient and effective service delivery.
  • Ensures patient confidentiality by controlling the environment and information being disclosed to authorized individuals ensuring HIPAA and corporate compliance requirements at all times.
  • Assures that all staff members are provided with initial and ongoing training supporting patient confidentiality.
  • Leads and directs the daily clinical operations of the Health Center, such as:
  • Leads the development and implementation of measureable goals and objectives, as well as policies and procedures for all operational areas of the Health Center.
  • Monitors and supervises the control of stock drugs, vaccines, and clinical inventory within the Health Center.
  • Develops and implements tactical action plans that support the goals and objectives of the organization.
  • Collaborates on the development, implementation, and oversight of medical protocols, clinical operations, and fiscal performance for the Health Center.
  • Functions as an EPM and EHR super user working closely with Information Technology to ensure that appropriate training, error monitoring, and processing corrections are developed and implemented in a timely and effective manner.
  • Responsible for the delivery of coordinated and integrated quality health care services for El Rio Health Center patients.
  • Develops and enhances effective relationships which support and meet the customer service expectations.
  • Advocates and supports the coordination of services with community agencies and referral resources to meet patient service needs.
  • Identifies appropriate resources to provide education to patients, their family members on active participation in their health care services.
  • Monitors patient service feedback; actively engages patients on service experience and quality; receives and resolves patient complaints on service; plans and implements service improvement opportunities.
  • Possesses a comprehensive knowledge of legal issues related to the operation of the Health Center, ensuring compliance with regulatory agency standards and requirements; develops appropriate policies and procedures to ensure compliance and adherence to legal and regulatory requirements or standards.
  • Performs scheduled and ad hoc audits of patient charts for quality and compliance adherence.
  • Assures medical compliance with Federal, State, and El Rio Health Center regulations, policies, procedures, and standards of the Health Center’s operations.
  • Organizes and facilitates regular staff meetings to discuss methods for improving patient service, as well as safe and efficient operations.

 

Minimum Education and Experience:

  • Bachelor’s Degree or Diploma in Nursing from an accredited school, college, or university.
  • Three (3) years of supervisory experience preferably in a healthcare setting.

 

 If applicable, equivalent combination of education and experience may be considered, and must be directly related to the functions and responsibilities of the job.

 

Required Licenses, Certifications, and Registrations:

  • A current and unencumbered Registered Nurse license in good standing from Arizona State Board of Nursing.
  • A current certification in Basic Life Support (BLS) for health care providers from an approved and accredited training program. Level I fingerprint clearance card: current valid and in good standing or have applied for it within seven working days after beginning employment.
  • Employees in this position are required to have reliable transportation that can meet any operational reassignments of the organization during the workday. If an employee is driving during work hours, the employee is required to possess a valid driver’s license and must be in compliance with Arizona vehicle insurance requirements.
  • A valid Arizona driver’s license, acceptable driving record, and required vehicle insurance.

 

Preferred Education, Experience, Skills, Abilities:

  • Master’s Degree in Nursing or a related field from an accredited college or university.
  • Five (5) years of supervisory experience; preferably in a healthcare environment.
  • Experience in a Federally. Qualified Health Center.
  • Management experience in a union setting.
  • Bilingual in English and Spanish with the ability to speak, read and write in both languages.

Personnel who decline to receive COVID 19 and/or flu vaccination per most recent CDC recommendations will be recommended to wear a facemask while in an El Rio Health facility, including both clinical and non-clinical areas from November 1 to April 30 (subject to change depending on viral activity). Subject to exemptions and accommodations when required by law.

All employees are required to undergo drug testing prior to employment and, will be subject to post-accident, reasonable suspicion, return to duty and follow up drug and alcohol testing in compliance with Federal and State regulations for alcohol and controlled substance testing.
