General Statement of Duties:   Enhance workflows by analyzing current processes and developing new procedures that affect work production and our distribution systems. Enhance processes to maximize customer satisfaction. Ensure risk concerns are addressed in order to maintain maximum protection of the bank's assets. Document and communicate policy and procedure changes.

Function as a Compliance Officer on Retail Bank technology initiative(s). Responsible for representing Deposit Compliance throughout the project lifecycle by providing guidance to the business and other stakeholders to ensure projects requirements enable the Bank to adhere to applicable consumer protection laws and regulations, applicable regulatory guidance and industry best practices.

The Retail Compliance and Control Manager performs a key second line of defense role, to help ensure corporate initiatives and departmental processes comply with applicable laws and regulations. The Retail Compliance and Control Manager will be responsible for executing complex risk-based compliance transaction testing for the purpose of independently validating business line adherence to applicable consumer laws and regulations including but not limited to Regulations CC, D, DD, E, Dodd-Frank and GLBA as well as control testing for the purpose of validating controls are designed effectively to sufficiently mitigate the risk of the applicable requirements and are operating as intended.

Expected to keep contemporary on emerging compliance risks and assist the business line to respond to changes in the regulatory environment.     

    

Major Duties and Responsibilities:

  • Review policy and operational practices and make determinations for centralization and streamlining of functions to optimize cost savings.
  • Analyze data to evaluate processes and determine the effectiveness of current operational activities. Identify problem areas, recommend solutions, and participate in the design and implementation of the solution.
  • Partner with project teams to ensure compliance concerns are addressed and develop procedures for new bank implementations or system enhancements.
  • Utilize the Operations Procedure Library to determine work priorities and scheduling.
  • Identify risk concerns and make recommendations to business unit managers in order to maintain maximum protection of the bank's assets.
  • Write technical procedures of current, undocumented processes and operations.
  • Update and maintain the Flushing Bank Retail Policy and Procedures manual.
  • Update and maintain all manuals in the Operations division.
  • Liaise with Executive Management to determine procedure requirements.
  • Conduct training and use other communication methods to inform bank employees of policy and operational changes.
  • Receive and update information from various business units and ensure the bank’s intranet content is effective in order to help achieve the organization's goals.
  • Stay abreast of current industry standards and techniques for company intranets.
  • Assist branch personnel with inquiries and/or problems relating to bank policy and procedures. Research, resolve and respond to same.
  • Train staff to understand bank policy and procedures.
  • Keep up-to-date on changes in laws and regulations impacting the Retail and Operations line of business through education programs/conferences, trade publications, agency websites and emails. Promptly communicate changes to stakeholders.
  • Provide technical expertise as needed to implement regulatory changes. Assist in the development of communication plans for regulatory changes.
  • Execute targeted, complex transaction and control testing for line of business compliance requirements in alignment with Independent Compliance Transaction Testing methodology and procedures.
  • Develop test plans, continually validate and improve test design.
  • Obtain and analyze test data from multiple sources, following documented test plans, testing protocols and leveraging job aids as needed.
  • Manage to testing schedules to ensure all tasks and reporting are completed within established timeframes.
  • Support and initiate efforts to improve data sourcing and partner with business and IT areas to develop improved data sources.
  • Submit test results in the Compliance database software and systematically retain documents that substantiate test results.
  • Establish and maintain strong relationships with the Bank’s Compliance, BSA and OFAC Officers and business areas.
  • Support Compliance audit and exams as needed.
  • Ensure compliance with all regulations, policies and procedures.  Perform additional accountabilities as required.

Non-Essential Responsibilities:

            Perform other related functions as required by the manager.

 

Minimum Qualifications:

  • Bachelor’s degree or a minimum of 6 years of experience in banking operations, consumer deposit compliance with an emphasis on testing or audit within the banking industry.
  • Strong knowledge of banking concepts, practices and procedures.
  • Rely on experience and judgement to plan and accomplish goals.
  • Consumer and banking deposit Compliance background with knowledge of laws and regulations including Truth-in-Savings Act (Reg. DD), Expedited Funds Availability Act (Reg. CC), Electronic Funds Transfer Act (Reg. E), Privacy Act (Reg. P), UDAAP, GLB, UCC and Reg D.
  • Certification as a Certified Regulatory Compliance Manager (CRCM), is a plus.

 

Knowledge, Skills and Abilities:

  • Strong oral and written communication skills.
  • Strong analytical skills.
  • Must be able to multitask in a high-pressure environment.
  • Must be able to train staff.
  • Ability to lead and facilitate meetings.
  • Must be able to work independently as well as in a team.
  • Intermediate proficiency in Microsoft Office (Word, Excel and PowerPoint), personal computers and certain operations software and applications.
  • Experience providing compliance requirements on technology projects, especially those impacting Demand Deposit Account banking platforms preferred.
  • Excellent written communications, coupled with strong technical writing and /or editorial skills and the ability to develop, document and maintain methodologies and procedures.
  • Excellent oral communication with the ability to effectively advise line personnel and senior management regarding complex laws and regulations and to influence peers and colleagues.

 

Pay Range: $85,000 - $92,000

Hours: 37.50

 

This is an exempt position.

The actual compensation will be based on qualifications, experience and other factors permitted by law.
