GENERAL RESPONSIBILITIES:

  • Supervises and coordinates activities of Goodwill Industries of Upstate/Midlands South Carolina, Inc.’s (GIUMSC) Reintegration of Youth Ex-offenders (Growth Opportunities 4) Program to ensure the implementation of a high-quality program that meets all applicable requirements and contract goals.
  • Coordinates with the Career Development Services (CDS) staff, other departments, and agencies to establish and implement appropriate services for the clientele of GIUMSC.
  • To meet/exceed DOL grant outcomes for the Growth Opportunities 4 program.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Serves as the point-of-contact between Department of Correctional and Juvenile Justice Institutions and local jails, participating agencies, work experience sites, and organizations.
  2. Ability to work inside a correctional institution and delivery services.
  3. Understands and supports implementation of contract concepts by achieving outcome standards.
  4. Analyzes program performance and makes recommendations for program improvements to supervisor.
  5. Prepares and completes internal and external reports as required by GII, Department of Labor, GIUMSC, and/or funders.  Submits reports in a timely manner. Utilize the MIS DOL software to access reporting data.
  6. Monitors budget to stay within program and operational guidelines.
  7. Maintains compliance with GIUMSC policies and philosophy.
  8. Provides supervision, oversight, and evaluation of associates/staff through planning, rewarding and disciplining, feedback, and performance reviews.
  9. Arranges in-service and training programs for associates/staff on contract requirements, contract processes, documentation requirements and implementation, goals, agency and governmental regulations, communication and expectations.
  10. Creates partnerships with supportive services, businesses, community partners, non-profits and other organizations that support GIUMSC’s mission.
  11. Identify work experience-based employers to support grant outcomes and measurements and create MOU’s is needed.
  12. Create MOU with partnerships, to include DOL, DEW, SC Legal Services, Work Experience Partners, Adult Educations in the service area, Local Colleges, etc.
  13. Identify evidence-based models from other Goodwill’s or re-entry programs to use as model for Growth Opportunities 4.
  14. Ensure participants receive the pre-release, post-release, follow-up, and retention services.
  15. Directs special projects for the improvement and enhancement of program quality and outcomes.

 

Education:  Bachelor Degree in field of Human Services or Education preferred; or appropriate combination of post-secondary education and work experience in field of Human Services or related fields to support the mission.

 

Work Experience:  At least four years of experience in the field of Human Services, Education, customer service, teaching environment, and/or Recreation and at least two years of experience in a supervisory role.  Grant writing or working with grants is a plus.  Experience in working with re-entry population is strongly encouraged.

 

Knowledge, Skills and Abilities:

  • Proficient and skilled in MS Office 2007/2010 (Excel and Word) and Outlook (MIS is a plus)
  • Excellent oral and written communication skills
  • Experience in working with ex-offenders and criminal justice system preferred
  • Knowledge of social service, correctional and community agency practices
  • Knowledge the Workforce Investment Opportunity Act (WIOA)
  • Ability to network and develop relationships with agencies and employers
  • Demonstrated supervisory leadership skills that inspires and successfully leads others
  • Knowledge of budgets and budgetary process
  • Have a working knowledge and familiarity with basic ADAAA regulations
  • Ability to:

    • Communicate effectively and efficiently
    • Interact and maintain effective working relationships with individuals of varying social and cultural backgrounds and disabilities

Supervisory Responsibilities:  Supervises assigned staff and participants in multiple service areas/counties

 

Qualifications:  Must maintain a valid driver’s license and a driving record acceptable to Goodwill’s liability insurance provider. Each associate must maintain a current and valid driver’s license with limited points and/or traffic citations and adequate automobile liability insurance. Must maintain the ability to pass a criminal background check.

 

Physical Requirements:  Daily requirements may include climbing, balancing, reaching, talking, hearing, seeing, standing, stooping, kneeling, handling, lifting (up to 50 pounds), carrying (up to 25 pounds), pushing, and pulling. May involve walking, standing, and sitting for extended periods of time. General office environment infrequently exposed to extreme atmospheric conditions (temperature, noise, fumes, dust, odors, etc.).

Work Hours:  8:00 AM – 5:00 PM Monday – Friday, Occasional early morning, evening, and weekend hours may be required as needed.
