Job Overview

 

LPHA Program Manager functions as the liaison between Intake services and other internal agency components as well as outside entities. Primary responsibilities include contributing to the creation/changes of the clinical workflow for authorizations team, chairing and creating the agenda for the team meeting, providing clinical supervision and oversite of LPHA authorizations staff, coordinating care with the medical team, including psychiatry and MAT services as needed. Ensures that clients meet criteria for admission at our various programs and meets medical necessity as needed. Conducts client assessments to determine continued need for care and documents findings of assessment to be presented for re-authorization based on continued medical necessity. As needed will review assessments conducted by clinical staff, provide feedback, and sign off as LPHA. The LPHA Manager performs these duties in collaboration with program leadership and staff will ensure that clinical information is communicated as appropriate. 

Key Responsibilities

Administrative/Coordinating Responsibilities: Provides liaison between the staff and other internal agency components and outside entities. Actively manages workloads and assignments to ensure productivity meets agency requirements.  The expectation is that each LPHA provides several assessments daily, including but not limited to LOC’s, and residential re-authorizations and 3.2 Withdrawal Management LOCS. Maintains the scheduling for assessments on MH Calendar and tracks completion of assessments. Ensures coverage for team e.g. assists staff in coordinating time off, ensuring coverage during the holidays and minimizing gaps in coverage due to required trainings etc.  Assist to ensure timely correction of errors for staff relating to multiple EHR systems with a maximum turnaround time of 24 business hours. Authorization Manager will provide consultation as needed to AODs/LPHAs within the department. Assist with psychological crisis either directly or by assigning other mental health staff as appropriate. Works to improve workflows in collaboration with the site leadership. Adheres to metrics related to bed flow/utilization and county contract deliverables related to county contracts. 

Direct Service and Individual Responsibilities: Conducts assessments, including but not limited to LOC’s, residential re-authorizations and 3.2 Withdrawal Management LOCS. As needed, provides crisis intervention with referrals out to crisis support services. Provides support and psychoeducation about health and mental health problems that include screening clients for appropriate levels of services, assessments and referrals. Maintains confidentiality while working as part of a treatment team and adhering with intake norms. Consults with Residential Program Leadership and staff, participates in county/leadership meetings, coordinates integrated care with medical/MAT Clinic as needed.  Attends staff and agency meetings. Participates in agency trainings as required. Complies with Board requirements for license registration/renewal of LPHA staff. 

Documentation Responsibilities: Completes same day documentation of all assessments and services in Welligent, Avatar, Sanwits, SAGE. Keeps a tracking log of referrals out to mental health program, clients who want detox only services and clients with approved residential authorizations. 

People Management: Responsible for providing direct supervision, training, and guidance to the clinical LPHA staff in the department, including direct weekly clinical supervision. Ensures all direct reports are in compliance with HR360 policies, procedures and position expectations and performance goals. Gives ongoing feedback and conducts formal performance evaluations in a timely manner. Conducts staff meetings as needed and ad hoc staff huddles at the start of each shift worked, delegates staff assignments during each shift. Identifies the direct reports strengths and weaknesses and strives to develop each direct report to their fullest potential.  Delivers and arranges trainings and resources required for direct reports to perform their roles. Provides coaching, support, follow up, and performance management to direct reports to ensure productivity/client care expectations are met. Supports the director/manager in interviewing, selection, hiring and terminations for positions within program. Responsible for direct report performance management including, performance improvement plans, formal written warning notices. Supports the director/manager in terminations of direct reports as needed. Maintains open communication with the director/manager concerning employee matters/needs and seeks consultation when needed. Responsible for scheduling and facilitating team meetings as applicable to support client care and staff development.

Education and Knowledge, Skills and Abilities

Education and Experience Required: 

  • California licensure as a Psychologist, LMFT, LCSW, or LPCC.
  • 2 years post licensure and able to provide clinical supervision.
  • Experience with Welligent/AVATAR and other EMR systems.
  • Experience with Mental Health Medi-Cal procedures.
  • Familiar with Drug-medical organized delivery system.
  • Minimum two years of experience in dual diagnosis substance abuse treatment in an inpatient or outpatient community mental health setting.
  • Supervision experience in mental health or psychiatric setting with varied populations.
  • Demonstrated clinical paperwork and record keeping abilities.
  • Familiarity with trauma informed therapy models, cognitive–behavioral therapy, brief psychotherapy, ASAM assessment, and psycho-educational approaches.
  • Familiarity with working with psychotic and other severe mental health presentations.
  • Ability to work as part of an interdisciplinary team.
  • Clinical experience in performing risk assessment and crisis intervention.

Desired: 

  • Clinical experience and understanding of issues related to HIV/AIDS and SUD treatment.

Background Clearance:

  • Must not be on active parole or probation, clear with OIG database. 

Knowledge Required:

  • Culturally competent and able to work with a diverse population.
  • Strong proficiency with Microsoft Office applications, specifically Word Outlook and internet applications.
  • Experience working successfully with issues of substance abuse, mental health, criminal background, and other potential barriers to economic self sufficiency.

Desired:

  • Familiarity with harm reduction models.
  • Knowledge of DBT, CBT, MI and trauma-based treatment highly desirable.

Desired:

  • Knowledge of trauma, co-occurring disorders and substance abuse treatment.
  • Knowledge of Clinical documentation (treatment plans, progress notes etc.).
  • Experience working with criminal justice population.
  • Bilingual.
