The Director of Treatment Access and Care Coordination oversees the San Francisco intake department, ensuring efficient scheduling of withdrawal management intakes, residential intakes, and residential step-down intakes, and supports scheduling of outpatient intakes for San Francisco programs. Additionally, this position will hold accountability for maintaining optimal occupancy levels within our withdrawal management residential programs.  The Director of Treatment Access and Care Coordination is responsible for overseeing and implementing all intake program services, clinical activities and staffing, to ensure program compliance with contracts and licensing regulations for the program. The Director of Treatment Access and Care Coordination sets the clinical tone and coordinates with departments within and outside of the agency to ensure that client needs are being met in support of health and recovery.    

Key Responsibilities:

Systems Building and Monitoring: 

  • Track, monitor, evaluate, and assess where clients receive care, how client care is provided throughout intake processes, and the overall client life cycle. 
  • Develop, maintain, and oversee meaningful integration and system of care coordination between withdrawal management, residential treatment, outpatient services, medical services, and recovery housing that ensures clients’ whole needs are met. 
  • Develop and implement strategic plans to ensure equitable access to treatment services for clients. 
  • Helping improve health outcomes for clients entering treatment by creating continuity of care systems. 
  • Analyze data and trends related to treatment utilization and access, identifying areas for improvement, and client populations who would benefit from care coordination, and implementing evidence-based strategies. 
  • Using existing funding sources and mechanisms to maximize revenue related to access and care coordination between all modalities. 

Oversee Intake Department: 

  • Plan, direct, and coordinate the Intake department, including all aspects of referrals, assessments, treatment assignment and coordination with programs and departments. 
  • Responsible for ensuring timely scheduling of withdrawal management, residential intakes, and step-down intakes, and support scheduling of outpatient intakes based on utilization targets. 
  • Manage the intake process for withdrawal management, residential and step-down programs. 
  • Develop and implement efficient intake procedures and protocols by liaising with client families, therapists, probation officers, hospitals, community agencies, and other outside entities.  
  •  Oversees transitions in levels of care between WM, residential, step-down, and outpatient to streamline intake processes and ensure seamless transitions for clients. 

Maintain Bed Occupancy: 

  • Monitor, analyze and maintain bed occupancy rates across withdrawal management and residential programs. 
  • Develop strategies to maximize occupancy and minimize vacancies and ensure correct utilization of pay sources throughout withdrawal management and residential episodes Lead and participate in meetings with program leadership to implement these strategies. 
  • Collaborate with marketing and outreach teams to attract clients and fill available beds. 
  • Maintain active referral list. 
  • Implement engagement strategies to ensure ongoing client retention and program completion. 

Department Oversight: 

  • Supervise intake department staff, providing guidance and support as needed. 
  • Conduct regular training sessions to ensure staff proficiency in intake procedures and client engagement. 
  • Develop and implement streamlined intake processes and workflows in coordination with compliance and EHR departments. 
  • Foster a positive and collaborative work environment within the intake department. 
  • Responsible for oversight of the department’s needs, including but not limited to safety and security, compliance, and accountability.  
  • Must be available afterhours and on weekends to respond to facility emergencies, outstanding crisis, or events.    

Quality Assurance: 

  • Implement quality assurance measures to ensure compliance with regulatory standards and program requirements. 
  • Conduct regular audits of intake processes and documentation. 
  • Identify areas for improvement and implement corrective actions as necessary. 
  • Advise management on potential improvements in efficiency, productivity, and cost savings measures.   
  • Keeps current on trends in treatment and changes in the client population. Attends various related meetings.    

 

Data Management and Reporting: 

  • Maintain accurate records of intake activities and client demographics. 
  • Generate reports on intake metrics, including occupancy rates, waitlists, and conversion rates. 
  • Utilize data analysis to identify trends and inform decision-making related to intake processes and program capacity. 
  • Ensures accurate records are maintained in various electronic systems for all clients in accordance with guidelines established by HealthRIGHT 360 to satisfy internal and external evaluating requirements.

  • Responsible for oversight of the Electronic Health Records (EHR) system for the program, including but not limited to running reports such as discrepancy, retention, productivity, utilization and ensuring all discrepancies are corrected in timely manner. Collaborate with clinical, administrative, and program leadership to ensure alignment of intake processes with overall organizational goals. 

Administration and Compliance: 

  • Ensures compliance with codes and regulations for community care programs.  
  • Ensures client rights mandated by governmental codes and agency norms.   
  • Responsible for oversight of the Electronic Health Records (EHR) system for the program, including but not limited to running reports such as discrepancy, retention, productivity, utilization and ensuring all discrepancies are corrected in timely manner. Collaborate with clinical, administrative, and program leadership to ensure alignment of intake processes with overall organizational goals. 
  • Serve as a liaison between intake department and other departments, fostering effective communication and collaboration. 
  • Participate in meetings and committees as needed to represent the intake department and contribute to organizational initiatives. 

Position Requirements:

Required:  

  • Bachelor's degree in healthcare administration, social work, or related field.  
  • Registration as an Alcohol and Other Drug Counselor or as a Substance Abuse Counselor with a California approved certifying agency (CCAPP, CADTP, or CAADE) or BBS registration as a Psychologist, LMFT, LCSW, or LPCC. 
  • A minimum of 3 years management experience, and 3 years’ experience working with intake or residential settings. 
  • Knowledge of community resources for non-profit substance abuse treatment facilities  
  • Experience with government contracts and compliance preferred. 

Preferred Education, Certification, Licensure 

  • Master’s Degree in related field. 
  • Certification as an Alcohol and Other Drug Counselor or as a Substance Abuse Counselor with a California approved certifying agency (CCAPP, CADTP, or CAADE). 
  • Also Accepted: California licensure with BBS as a Psychologist, LMFT, LCSW, or LPCC.
