The general salary range for this position is $53,000-$62,000. Salary offers will be commensurate with experience, qualifications, skills, training, and education.

The Humane Society of the United States (HSUS), the nation’s most effective animal protection organization, is seeking a Lobbying Compliance Specialist for the Office of the General Counsel.   You will be responsible for maintaining the organization’s lobbying database and accounting system, which includes the timely collection, review, input, and analysis of all foreign, federal, state, and local lobbying activities. Provides lobbying information to be reported on the IRS Form 990, assists/advises staff on lobbying reporting issues and operations, and provides special reports as requested. Keeps the system’s technical requirements up to date.  Scope includes entities: HSUS, HSI, and HSWLT.

You will be responsible for:

• Reviewing and analyzing lobbying-related time and expense data received from staff; compiling lobbying totals for 990 and interim lobbying reports as requested by management. Ensuring data presented and collected meets the criteria indicated by Internal Revenue Code and/or the Lobbying Disclosure Act and is organized in an appropriate manner;
• Reviewing accounting reports to identify lobbying expenses for consultants, advertising, telecom, IT infrastructure, special events and grants.  Validating and matching accounting reports to records in lobbying reporting database (when applicable); 
• Disseminating information, creating informational materials, and training employees on an ongoing basis in proper identification and reporting of lobbying activities and in state/federal/international ethics rules.  Addressing employee issues accessing & using the reporting software;
• Reviewing and analyzing all print and electronic publications for lobbying content to ensure that such activity is reported and included in the master database. Creating and providing summary reports that reflect the apportioned amount of lobbying content. Keeping system updated technically and analyzing potential system updates/improvements;
• Assisting lobbyists in completing and filing required individual reports. Providing relevant data for lobbying activities and refining to reflect required specifications & necessary calculations. Responding to issues/discrepancies identified by the relevant regulator, conducting audits to identify discrepancies and necessary corrections;
• Tracking personnel activities (e.g., hires, terminations, transfers) and review individual reporting requirements in order to identify lobby report specifications;
• Maintaining lobby reporting database by updating records, designing special reports, addressing errors, archiving records, and identifying required modifications;
• Creating reports and providing insights/analysis in response to audits and management requests;
• Performing other duties and responsibilities, as assigned.

Qualifications and Requirements:

• Associate’s degree, Bachelor’s degree, or equivalent experience required;
• A minimum of two (2) years of compliance or other related experience required;
• Knowledge in accounting, federal and state government requirements;
• Proficiency in Microsoft Excel and general knowledge of database principals;
• Knowledge of contracts/business terminology and business communications;
• Ability to keep concise and structured recordkeeping and interpret complex written instructions.
