Job Description

 

IHI Power Services Corp. (IPSC) has a career opportunity for a Seasonal Plant Manager at the Rio Bravo Fresno power plant located in Fresno, CA. Rio Bravo Fresno is a biomass facility utilizing a Circulating Fluidized Bed (CFB) boiler to generate 24.3 NMWs of base load renewable power. The salary range for this role is $175,000 - $185,000 annually based on experience.

 

 

Job Summary

 

The Plant Manager is responsible for directing all Operations, Maintenance (O&M) and Compliance activities at the plant. The Plant Manager assures that the plant is operated in compliance with applicable safety, environmental, and regulatory permits and regulations. The Plant Manager assures that a fully trained and qualified staff is maintained and supplied with adequate tools, equipment, and spare parts to provide for the safe and efficient operation of the plant. The Plant Manager is responsible for the preparation of annual Operating Plans, Budgets and both internal and external facility reports.

 

The Plant Manager encounters new and varied, sometimes complex, work situations.  With only general direction and within the confines of IPSC and Owner policy, the Plant Manager determines own practices and procedures to perform the duties.  The Plant Manager will perform the duties while staying in compliance with contractual agreements.  These practices and procedures must be approved by the IPSC Chief Operating Officer, IPSC Director of Operations or IPSC Operations Project Manager and the facility Owners.

 

The Plant Manager is accountable for the plant's long-range and short-range planning. The Plant Manager must effectively communicate information to the IHI Senior Management team, Plant Supervisors, Plant Technicians and client representatives relative to the overall operations of the plant. The Plant Manager must perform duties, and ensure all plant personnel are performing duties, in a safe manner resulting in no accidents, in compliance with all environmental permits at all times and in compliance with the applicable NERC Standards. The Plant Manager must ensure all plant personnel are performing duties, in such a way to result in an optimum cost-benefit ratio.

 

All employees have the responsibility to both the customer and their co-workers to do the job right the first time and to ensure the customer's needs are being met.

 

 

Job Functions

 

  • Responsible for ensuring that all plant personnel and plant objectives are in alignment with client requirements.
  • Administration and compliance with plant Safety, Operations, NERC, Maintenance, Administrative, Training, Chemistry and Environmental QAQC programs and ensure the safe, efficient, and reliable operation of the plant.
  • Manage and oversee the performance of planned and unplanned plant outages.
  • Implement training and qualification programs to assure that plant personnel are fully qualified to operate and maintain the facility and plant procedures are understood and properly followed by all plant personnel.
  • Conduct periodic reviews of plant policies and procedures to assure that they reflect current plant operating requirements.
  • Direct the sourcing, screening and hiring of new or replacement personnel as needed.
  • Verify that the certification status of affected operation and maintenance personnel is maintained current.
  • Provide leadership, coaching, mentoring, and development opportunities to plant personnel and ensure that the morale and motivation of plant personnel is always maintained at a high level.
  • Develop a succession plan for key positions.
  • Oversee the preparation of required client and utility reports, budgets, environmental compliance reports, etc.
  • The Plant Manager supervises the Operations, Maintenance, Compliance and Fuel Managers and the Plant Administrator.
  • The Plant Manager is the single point of contact between IHI Power Services Corp. and the Owner on all matters pertaining to the operation and maintenance of the plant. The Plant Manager cooperates with other IHI Power Services Corporation division managers as needed.

Education and Experience – An equivalent combination of education, training, and experience will be considered.

 

  • Undergraduate degree in engineering or related discipline.  Work experience may be considered in lieu of education.
  • Minimum of five years’ supervisory experience in power generation (BFB or comparable technologies) or similar continuous process environment.  Including at least 3 years direct supervision of technical and administrative personnel.
  • Strong leadership and motivational skills required.

 

 

Knowledge, Skills, and Abilities – Which may be representative, but not all-inclusive of those commonly associated with this position.

 

  • Must possess basic math skills, good verbal communications skills, and be proficient with the use of power and precision tools.
  • Must be cooperative with those he/she contacts in this work and have the ability to work without direct supervision.
  • Must know the hazards involved and the safety precautions to be practiced in the operation and maintenance of power plant equipment and machinery.
  • Work within and ensure strict adherence to all safety practices and procedures.
  • Must be able to respond to audio alarms and variations of sound.
  • Must have strong Microsoft Office product skills.
  • Work as a team. Must be able to pool our knowledge and energy to work in tandem to completely understand and productively respond to all of the business challenges.

 

 

Work Environment – Environmental or atmospheric conditions commonly associated with the performance of the functions of this job.

 

  • This job operates in a clerical, office setting but may require occasional work in and around power plant equipment.
  • This role routinely uses standard office equipment such as computers, phones, photocopiers and filing cabinets.

 

 

Physical Abilities – Are commonly associated with the performance of the functions of this job.  The physical demands described below are representative of those that must be met by an employee to successfully perform the essential functions of this job. 

 

  • Protective equipment such as hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves, high voltage protective equipment and other equipment must be worn in the performance of some duties.
  • Work with hazardous materials may be required.
  • May require extended working hours, with weekend and holiday work as required by workload and plant conditions.  On call status (day and night) may be required.
  • Includes working indoors and outdoors.
