GENERAL SUMMARY: The HR Manager/Business Partner delivers professional HR services and partners closely with CHRO, other HR team members and operations management.  The HR Manager/Business Partner performs duties at a professional level in some or all aspects of HR functional areas which may include, but is not limited to: employee relations, project management, new hire orientation, recruiting, training & development, compliance and HRIS management. This position requires a person who is capable of relating to individuals at all levels within the organization and is able to communicate ideas and thoughts clearly and concisely. The HR Manager/Business Partner must possess business acumen and is able to build and maintain trust and credibility.  The HR Manager/Business Partner must be able to work in the ‘gray’ and have a long-term, big picture outlook.

JOB RESPONSIBILITIES:

 

  • Acts as a lead and role model in the HR Department and works closely with CHRO to manage, organize, implement and oversee special projects. 
  • In conjunction with CHRO, provides coaching, support and guidance to HR team.
  • Responsible for managing assigned HR functional area(s) as determined by CHRO.
  • Manages first level employee relations issues and resolves conflicts.
  • In conjunction with CHRO, helps design and implement HR strategies across the organization.
  • Monitors and maintains compliance with federal and state regulations concerning employment; including preparation and submission of all required reporting.
  • Takes personal accountability to comply with organizational and Human Resources policies and procedures and acts as a role model for the entire organization.
  • Supports the organization’s policies, goals and objectives, and partners with operations management and other staff to achieve objectives.
  • Assists CHRO to oversee HR department with recruiting, onboarding, training and other HR tasks.
  • Reviews and recommends enhancements to HRIS and other electronic HR records systems to maximize the capabilities of these systems and ensure that employee data contained within is correct.
  • Creates, runs, maintains and distributes routine and ad hoc reports as requested.
  • Oversees the auditing of agency personnel and training records for facilities’ staff, for licensing compliance.
  • May provide support and back-up for other HR functions as needed.
  • Maintains high standards of privacy and confidentiality regarding HR and personnel matters at all times.
  • Maintains an approved schedule and acceptable level of attendance.
  • May perform other reasonable duties as necessary to support a team environment.

QUALIFICATIONS:

  • Education and Experience –
  • Bachelor’s degree and minimum of 5 years of broad range HR generalist work experience required.
  • Prior supervisory or lead experience required.
  • Proven knowledge and understanding of employment regulations at the Federal, State and local level.
  • Proven ability to deal with ambiguity, tight deadlines and multiple priorities while acting with integrity, professionalism and confidentiality.

REGULATORY:

  • Minimum 21 years of age.
  • DPS Level I fingerprint clearance (must possess upon hire and maintain throughout employment)
