Manager, Medical Staff Services

Department: Behavioral Health

Full-time, Hybrid

Salary Range: $58,572.80 - $95,035.20/yr

 

Job Summary

The Medical Staff Services Manager supports policy development and direction, programmatic and fiscal management, staff supervision, research, analysis of data, development of operational processes that adhere to state and federal laws and regulations. Provides leadership, direction and expertise regarding medico-legal aspects of medical staff self-governance and serves as credentialing subject matter expert and integral link between the governing body, BHS leadership, the medical staff, the provider network, other community partners and the public. Manages and guides others to advance the quality of physician and licensed independent practitioner oversight through processes designed to promote patient safety within BHS and the provider network. 

Schedule: This position will work a hybrid schedule during business hours, Monday-Friday.

 

Job Responsibilities

  • Operations and Financial Leadership: Department of Medicine - Provides leadership and direction that drives, executes and supports the Department of Medicine’s overall business strategy, objectives and operational goals; participates in budget preparations and reviews current and past budgets to identify trends and/or concerns and respond to adjustments, as needed; develops and oversees medical support staff, medical ancillary services and legal service contracts and agreements; ensures achievement of financial performance in accordance with the budget by monitoring and controlling operational expenses through development of data bases and spreadsheets. Fosters initiatives that support medical staff training and professional development; provides administrative and fiscal oversight for BHS participation in graduate medical education training; oversees Medicare/Medicaid corporate compliance, provider payor enrollments and revalidations that support BHS ability to file claims and generate revenue; develops and prepares various reports for Mental Health Board, MHB Finance Committee, Medical Executive Committee, State HPSA designations, state surveys and other matters.   
  • Operations and Leadership: Medical Staff Governance - Serves as subject matter expert and liaison between BHS medical staff leaders, BHS executives and leaders, the medical staff and the Mental Health Board relative to medical staff self-governance, credentialing and peer review regulations and law by providing consultation, education, guidance and operational review; provides leadership in developing, implementing and maintaining governing documents, policies, and procedures that adhere to regulations and accreditation standards; remains well-informed of industry credentialing best practices and pro-actively reports out to BHS medical staff leadership and the Mental Health Board, when needed; works closely with BHS medical leaders and other BHS Leaders to implement the Medical Staff and Provider Network Credentialing Program; collaborates with medical staff leaders to develop and maintain a clearly defined organization and provider network-specific, criteria-based credentialing system that is uniformly applied to all medical staff and provider network practitioners. Serves on Medical Staff Leadership Committees; establishes Medical Staff Services operations plans; works with the Chief Medical Officer and Quality Director in the development, implementation and enhancement of focused and ongoing professional practice evaluation (FPPE/OPPE) best practice models; manages and coordinates the Medical Staff Peer Review and Provider Network Quality Review Investigation Programs specific to adverse events or when reports or complaints are received that suggest impaired, incompetent, unethical  or unprofessional conduct by a practitioner; coordinates and ensures investigations, fair hearing and appeal processes in accordance with the governing documents; develops systems that ensure the confidentiality and protection of deliberation and event records in accordance with State statutes and Federal laws; develops performance improvement plans, counseling, reprimand and commendation notifications; develops adverse action reports to meet  BHS obligations under National Practitioner Data Bank (NPDB) and/or State Professional Licensing Board (WDSPS) notification requirements.
  • Operations and Leadership: Medical Staff Services - Provides leadership and direction that drives, executes and supports all aspects of Medical Staff Services operations; reviews State and Federal laws and regulations including monitoring for proposed legislation impacting operations and processes; directs, improves and implements credentialing and privileging processes to meet regulatory and other essential requirements; ensures the quality and timeliness of Medical Staff Services functions; provides direction on all complex or potentially problematic applicant matters; develops and implements tools, processes and policies to support knowledge management, education, record-keeping, workload and outcome, internal and external communication and proven best practices to increase quality, compliance, effectiveness and efficiency; develops continuity in services and consistency in documents, policies and procedures. Performs statistical analysis, summarizes data and makes recommendations on a variety of matters; ensures initial applicant primary source verification requirements and ongoing monitoring of expirations, adverse actions, sanctions and exclusions; provides appointment and privileging verifications to hospitals, health care entities, and state licensing boards on current and former medical staff; ensures that the needs of the medical staff and provider network are met through effective and efficient credentialing systems that ensure delivery of safe and competent patient care; ensures administrative support and coordination of all medical staff committees and functions.
  • Personnel Management - Supervises the Medical Staff Services professionals and Department of Medicine support staff and provides guidance to manage the operations and activities of the services; monitors, supports and holds staff accountable to ensure compliance with policies, procedures and DHHS values; coaches and trains staff to ensure coordination, consistency and collaboration in daily/monthly/yearly operations and workflow; works with the medical staff leaders to recruit medical staff; implements the departmental medical staff hiring, onboarding and offboarding processes; recruits, hires, trains and supervises qualified credentialing and administrative support staff; implements processes for onboarding and offboarding of medical staff contractors, psychiatry residents, child psychiatry fellow; oversees provider network enrollment and offboarding of credentialed participants; works with attorneys to acquire J1 waivers and H1B employment visas, when required.
  • Strategic Planning - Coordinates with other county and DHHS departments on joint initiatives and strategic planning that impacts Department of Medicine and Medical Staff Services operations; provides strategic support to BHS medical staff leaders, BHS leaders, BHS and DHHS management and departments and provider network staff and participants; manages credentialing concerns, exceptions and outliers; works closely with Contract Management and Impaneling Leadership on joint initiatives to improve the provider network onboarding, offboarding and performing provider enrollment processes; identifies opportunities for improvement, recommends solutions and implements new practices; organizes work, effectively prioritizes, and sets short and long-term goals and strategies to achieve them; aligns communication, people, processes, and resources to drive success; leads and advances special projects to support departmental, DHHS, BHS and county goals.
  • Communication - Responds to leadership, medical staff, performing provider and provider network agency concerns to provide resolution in a timely manner; collaborates with internal and external stakeholders and partners to enhance relationships and knowledge of services and processes; fosters relationships with community partners, agencies and the public to promote and enhance good communications and a positive working relationship.
  • Miscellaneous - Values and models integrity and honesty by acting in a just, fair and ethical manner; inspires trust and confidence among stakeholders through reliability, authenticity and accountability; understands and responds to others’ needs and priorities; applies knowledge, expertise and sound judgement and consults with other references and resources as necessary to generate and evaluate solutions and recommendations; maintains active professional memberships in the National and Wisconsin Associations Medical Staff Services; manages, collaborates and/or participates in other projects and duties as assigned   
  • Ability to push, pull, carry and lift up to 15 lbs.

 

Required Education, License/Certification and Experiences

  • Current residency within the State of Wisconsin upon application required
  • Bachelor’s degree or higher required
  • Five (5) years or more of work experience in Physician and Licensed Independent Practitioner (LIP) credentialing for a healthcare entity required
  • Five (5) years or more of work experience in a Supervisory or Management role required
  • Intermediate knowledge of all related computer and software applications such as Microsoft Word, Excel, Outlook, PowerPoint and Teams required

 

Preferred Education, License/Certification and Experiences

  • Certified Professional Medical Services Management (CPMSM) certification by the National Association Medical Staff Services (NAMSS) preferred
  • Certified Provider Credentialing Specialist (CPCS) certification by the National Association Medical Staff Services (NAMSS) preferred
  • Previous experience using Electronic Health Records preferred
  • Previous knowledge of Access database creation and maintenance preferred
