Deputy Administrator - Children, Youth & Family Services

Department of Health and Human Services (DHHS)

Full-time, Hybrid

Salary Range: $90,812.80 - $107,473.60/yr

 

 

JOB SUMMARY: Under the direction of the Children, Youth & Family Services (CYFS) Administrator, the Deputy Administrator leads and supports the CYFS team to build as well as maintain mission-focused, performance driven, cost-effective integrated children’s system of care. This position assists the CYFS Administrator with internal management services, quality, operations, contracts, IT, and human resources with the children’s disability programs and youth justice. The Deputy Administrator is responsible to advance efficient and effective systems integration and support the Administrator in assuring effective operations of CYFS.

 

JOB DUTIES

  • Leader of CYFS Internal Services - Lead management services, such as contract services and quality activities. Improve and operate efficiencies of CYFS support services, human resources, and IMSD (e.g., audits, IT development, labor relations, facility needs, and staff development).
  • Operational Oversight - Oversee operations that support the service delivery area to expand through funding attainment and utilization review. Oversee network development, grant writing and management, and workforce management. Ensure compliance across CYFS and represent the department in audits and reviews.
  • Cultivate DHHS Culture and Values - Coach leadership staff to assure coordination, consistency, and collaboration in service delivery for internal and external partners. Facilitate, recognize, and hold all staff accountable for a culture of respect, dignity, diversity, excellence, and partnership.
  • Service Coordination and Problem Resolution - Support performance management. Assure a strong day-to-day leadership presence for all staff, and that program activities operate consistently and ethically within the mission and values of DHHS. Lead efforts to reform and enhance children’s integration.
  • Community Outreach and Collaboration - Collaborate with external partners and community agencies to enhance relationships, knowledge of services and programs, as well as the presence of CYFS throughout Milwaukee County.
  • Lead a Learning Organization - Lead development of staff recruitment and retainment strategies that support CYFS staff and contracted partners to improve direct services and expand the needed workforce. Champion productivity and innovation in leadership and partnership.
  • Strategic Oversight - Apply evidence-based practices in monitoring the effectiveness of operations and services. Champion productivity and innovation in leadership, service partnership and culture. Monitor SMART goals. Assist in developing CYFS performance measures and monitor results monthly.
  • Ability to push and pull up to 25 lbs.; ability to carry and lift up to 10 lbs.
  • Other duties as assigned.

 

Required Education, License/Certification and Experiences

  • Current residency within the State of Wisconsin upon application required
  • Valid Wisconsin Driver’s License required and must be maintained throughout incumbency
  • Bachelor’s degree or higher in Public Administration, Business Management, Public Policy, Human Services, Social Work or closely related field required
  • Five (5) years or more of work experience working in a Human Services, Social Work, Youth Justice, Children’s Disabilities or Behavioral Health required
  • Three (3) years or more of work experience in a Supervisory, Management or Director role required
  • State of WI Basic Intake Worker Training required or must obtained within six (6) months of hire
  • Intermediate knowledge of all related computer and software applications such as Microsoft Word, Excel, Outlook, PowerPoint and Teams required

 

Preferred Education, License/Certification and Experiences

  • Master’s degree preferred
