Human Resources Business Partner

Full-time, Salary

Salary Range: $76,273.60 - $90,812.80/yr

 

Job Summary: The Human Resources Business Partner (HRBP) is a key contributor to the Employee Relations Division. The HRBP collaborates with Milwaukee County leaders to create a working environment that is inclusive, respectful and embodies Milwaukee County’s vision of being the healthiest county in Wisconsin.  The HRBP provides consult and guidance to people leaders on workplace concerns, policy implementation, and overall employee management. The HRBP supports the selection and hiring process, workforce planning and organizational restructure initiatives. The HRBP will develop and maintain effective working relationships and support a productive work environment.

 

Essential Duties and Responsibilities:

  • Provide guidance and direction to people leaders regarding coaching, improving performance or conduct, measuring performance, and employee discipline. Interpret policies, County Ordinances, Civil Services Rules and educate people leaders on how to apply policies in employment-related matters. Provide guidance and leadership to people leaders on the development of departmental procedures and work rules; ensures that application of rules is equitable and legal; coordinate and facilitate the rollout of new policies, rules and procedures to leaders and staff (risk mitigation). Partner with client leaders and learning and development with recommendations for employee and management training; may participate in learning sessions with employees and leaders.
  • Research and respond to employee concerns; investigate claims and allegations, document all findings, analyze information gathered, recommend resolution. Work with client leaders to implement resolution as appropriate. Partner with Office of Corporation Counsel (OCC) when Equal Rights Division (ERD) and/or Equal Employment Opportunity Commission (EEOC). complaints are filed.
  • Facilitate grievance procedures for non-represented employees. Liaison with union representatives. Subject Matter Expert on collective bargaining agreements. Respond, investigate, disposition grievances.
  • Answer day-to-day employee or leader questions; partner and/or route the more complex requests to appropriate divisions. Represent Milwaukee County at Unemployment Compensation Hearings and defend UC claims. Support leaders with leave requests and work restrictions.
  • The HRBP supports the selection and hiring process, workforce planning and organizational restructure initiatives. May assist with reviewing interview questions and scorecards. Partner with department leaders, other divisions within DHR, and potentially outside consultants / organizations to support org change and development.
  • Collaborate with colleagues on a wide range of projects and initiatives that impact departments across the County.  May also serve as the "lead" on key projects, developing timelines and project plans, facilitating workgroups, and reporting results.

 

Minimum Qualifications:

  • Resident of the State of Wisconsin upon application
  • Bachelor’s degree or higher in Human Resources, Business or closely related field and three (3) or more years of HR work experience -OR- Associate degree in Human Resources, Business or closely related field and four (4) or more years of HR work experience -OR- High School diploma and approved HR Certification and four (4) or more years of HR work experience required

 

Preferred Certification: Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), Society for Human Resource Management Certified Professional (SHRM-CP) or Society for Human Resource Management Senior Certified Professional (SHRM-SCP) certification preferred.

 

Knowledge, Skills, and Abilities:  The Ideal candidate for this position will have a good understanding of HR best practices, excellent communication skills, interpersonal skills, strategic thinking and excellent organizational skills. HR Business Partner should have the ability to improve HR initiatives, instill trust, build relationships and promote HR best practices. Analytical skills, problem-solving skills, proactive nature and good people skills.
