Research and Policy Analyst

Hourly Range $27.65 - $41.47 Salary Range: $ 57,512 - $ 86,257

Job Summary: The Research Analyst positions provide independent and nonpartisan research services for the county board and county executive. Research Department staff also serve all County Board policy committees. This position will plays a key role in county-wide policy issues and in the adoption of the annual budget.

 

Research Analysts work closely with other departmental staff to assist in the passage of fiscal and policy issues that are critical to the operation of every functional area. The positions serve as a critical liaison between the Legislative Branch and Administrative staff to help facilitate the efficient day-to-day operation of Milwaukee County government utilizing best practices. 

 

 

Essential Responsibilities:

 

  • Research, collaborate with elected officials and department heads/division managers and key fiscal staff. On request, develop major policy initiatives that have broad impact.
  • Draft and review resolutions, ordinances, amendments and reports. Collaborate with elected officials and department heads/staff to help assist with the development and passage of initiatives. Possess comprehensive knowledge of all materials in their functional area.
  • Analyze and provide written Overview of Recommended Budget. Help research and draft fiscal and/or policy amendments to a $1 billion annual budget as requested. Obtain information from departmental staff on policy initiatives to assist policymakers/public in budget review.
  • Collaborate and develop best practice approaches to developing key County policies and programs.  This may include serving on RFP review panels as an independent representative or participating in Workgroups on issues of county-wide concern.
  • Communicate information about County legislation, programs, and finances to members of the public and other elected officials, especially members of the Wisconsin State Legislature.

 

Minimum Requirements:


Education: A Bachelor degree in Public Policy, Public Administration or closely related field

A Master’s degree is preferred.

 

Experience: Three years of research and/or budget experience is required. Prior experience working with elected officials is helpful. Excellent written and verbal communication skills are required.
