Community Program Liaison
Behavioral Health Services
Hourly Pay Range: $26.08 - $39.12
Community Access to Recovery Services (CARS) — a branch of the Behavioral Health Services of Milwaukee County— provides a full array of supportive, recovery-oriented services for persons with severe and persistent mental illness and/or issues with substance use disorder (SUD). CARS serves over 9000 Milwaukee County residents each year to ensure individuals receive high-quality services for mental health and/or SUD needs.
Job Summary: The Community Program Liaison will manage ongoing services funded by CARS to ensure appropriate and quality care is provided to the consumer, review provider service authorization requests and justifications for clinical pertinence, and/or recommend alternate plans of care.
Job Duties:
- Quality Oversight. Develop, coordinate, and participate in measures to monitor quality of services provided by the CARS community-based programs, including audits and review of documentation to match Medicaid requirements.
- Provide Technical Assistance. Collaborate with contracted providers to ensure clinical, technical, and programmatic needs are met. Provide training and phone support.
- Medical Record Maintenance. Assist providers and Behavioral Health Services operations (i.e., fiscal team) in completing error corrections and maintain medical, including fiscal record keeping accurate and efficiently.
- Provider Meetings. Assist program leadership in organizing, attending, and running provider meetings held on routine and ad hoc basis for programmatic oversight, collaboration, and training.
- Client Contact and Clinical Support. Provide in person support or over the phone to clients who are in the program or seeking to be in the program. Attend clinical staffings, as well as meetings with system partners who may also be serving out client base.
- Utilization Management/Utilization Review. Collaborate with programmatic leadership to participate in Utilization Management/Utilization Review activities to ensure clients are receiving the right level of care, for the right amount of time, and are referred to other services and/or discharged.
- Diversity, Equity, and Inclusion. Participate in Milwaukee County’s vision of being the healthiest County in Wisconsin by achieving racial equity. This can include trainings, assist to ensure documentation reflects equity, incorporate equity into programming, and review of consumer care.
- Perform other duties as assigned.
Minimum Qualifications:
- Current resident of the State of Wisconsin
- Bachelor’s degree or higher is required. Degree in Psychology, Social Work, RN, Occupational Therapy is preferred.
- At least three (3) years of practical paid work experience in the Mental Health and/or Substance Use Disorder fields.
Knowledge, Skills, and Abilities: Knowledge of federal, state, and county regulations relation to the provision of Behavioral Health Services. Understanding of supportive services such as Community Support Programs, Targeted Case Management, Comprehensive Community Services, and substance use treatment programs. Ideal candidates will have a passion for collaboration with clients and providers, enjoy working independently, as part of a team, and have a high degree of organization and strong detail orientation.
