New Jersey Natural Gas (NJNG), a subsidiary of New Jersey Resources is seeking a Project Manager PMO to be responsible for leading teams and collaboratively working with internal and external stakeholders to deliver projects that span across one or more New Jersey Resources (NJR) operating companies. Manages scope, budget, change orders, resources, schedules, contracts, and financials throughout the project's life cycle, including management of issues, risks, and project change requests to ensure successful and on-time project delivery. Runs the project on a day-to-day basis, plan, execute and ensure that the project produces the required deliverables within the specified constraints of time and cost, and achieve the desired results bringing about value, alignment and enable business strategy.
Major Responsibilities:
- Prioritize work and manage multiple projects under budget and time constraints. Bottom-line oriented, budget conscious, metric/measurement driven.
- Demonstrate strong leadership skills in effectively managing project teams to ensure success. This includes a commitment to excellence, maintaining forward progress, fostering good working relationships within the team, overseeing the assignment of key personnel, and compliance with all applicable local, state, and federal ordinances, laws, regulations, and guidance.
- Ensure quality of deliverables meet stakeholders’ requirements. Establish relationships with stakeholders to encourage iterative feedback to ensure deliverables meet expectation during appropriate milestones in the project.
- Prepare estimates and detailed project plan for all phases of the project.
- Assemble cross functional project team(s) to establish development and design requirements, milestones and affordability ceilings while driving adherence of the NJNG PMO frameworks, procedures, controls, and reporting.
- Lead and develop project schedules and baselines, change order logs, bid contracts, and delay analysis with the Project Team and communicate changes and track progress. Establish sequencing, durations, and general logic for the development, design, and construction of a project.
- Prepare summary-level schedules for proposed projects to determine overall project duration, general conditions, identify long lead materials and required permits.
- Exhibit strong attention to detail when negotiating contracts, change orders, developing scopes of work, and processing invoices for payment. Ensure contract provisions are justified and completed. Ensure all invoices are properly submitted by the vendor. For financial tasks within your control, ensure invoices are properly reviewed and paid by NJNG in a timely manner.
- Maintain project budget and forecast spending plans.
- Utilizes information such as bids, project scope changes/change orders, invoices, internal and external labor / contractors, material, and equipment to perform monthly project forecasting.
- Prepares post construction as-built schedules and lessons learned reports.
- Intermediate to advanced level user of Microsoft Project, Microsoft Power BI, Microsoft Excel, and SharePoint.
- Willingly accept new tasks and assignments with a “can-do” attitude and complete them with a high degree of excellence. This includes a willingness to take on tough job assignments that highlight your skills and leadership capabilities.
- Maintain a working knowledge of all local, state, and federal ordinances, laws, regulations, and guidance that may apply to an assigned project. This includes keeping updated on applicable new or revised ordinances, NJDOT Stipulations, and NJDEP regulations.

Position Specifications:
- Bachelor's degree in project management, construction management, engineering, business, environmental, or finance is required.
- Graduate degree in project management, construction management, engineering, business, environmental, or finance is preferred.
- 4 years of experience in Project Management with emphasis on delivery Capital Projects that exceeds a combine threshold of $200M is required.
- Intermediate competency in scheduling, risk management, forecasting and cost control. (High proficiency)
- Experience developing work breakdown structures (key deliverables at the lowest activity level), baseline schedules and/or cost estimates on project in excess of $10M from contract documents, drawings and specifications. (High proficiency)
- Excellent computer skills of Microsoft Project, Word, Excel, PowerPoint, Power BI and SharePoint. (High proficiency)
- Strong analytical skills with good detail orientation to ensure accuracy of deliverables. (High proficiency)
- Highly motivated with excellent interpersonal skills and ability to work in a team environment across different business units and professional disciplines. (High proficiency)

- Exceptional communication skills and the evident ability to communicate appropriately at all levels of the organization, both written and verbal communications as well as visualizations and associated tools. (Medium proficiency)
- Experienced in fact finding including knowledge and understanding of where to find and how to present relevant information in a supportive way when working with sponsors and other subject matter experts. (Medium proficiency)
- Certified Project Management Professional (PMP)-PMI PMP from PMI preferred upon hire
- Travel requirement approximately 30% to construction field site visits.
