Operations Asset Specialist

Section 1 – Position Summary

Under the general direction of the Asset Risk Manager for Water Operations and in collaboration with team members from various departments, both internal and inter-departmental, this position is responsible for developing and maintaining the Water Operations asset registry and preventive maintenance records in Maximo and GIS. Responsibilities include coordinating, developing, and ensuring the quality assurance and control of new and existing asset information and entry into Maximo and GIS. Performs regular review and updating of data in Maximo and GIS to maintain accurate asset information, which is essential for enabling the Water system to track and report key performance indicators, including critical operation and maintenance performance, as well as financial reporting metrics.

 

Section 2 – Major Responsibilities

 

  1. Proficiently uses and manages Maximo and GIS applications and various SQL-based reporting packages.
  2. Creates, reviews, analyzes and maintains reports within Maximo and GIS that are used to report on location asset registries life-cycle, maintenance history, and preventative maintenance coverage.
  3. Contributes to the development and executes Standard Operating Procedures (SOPs) for asset data collection and asset replacement procedures.
  4. Reviews and interprets existing and new technical manuals, engineering plans, plats, legal descriptions, permits, GPS data, aerial imagery, equipment lists, etc., to verify accuracy and completeness of data prior to input into Maximo/GIS to ensure asset registry accuracy and completeness.
  5. Regularly performs field-verification reviews for Maximo GIS location, and Asset registries for completeness and accuracy.
  6. Interprets technical manuals (OEM) from CIP, Operations, and Maintenance projects and works in close collaboration with NTMWD Maintenance group subject matter experts and planner/schedulers to develop preventive maintenance records that follow OEM recommendations or Reliability Centered Maintenance task planning processes.
  7. Develops preventive maintenance records in Maximo from regulatory requirements in close collaboration with NTMWD water system supervisors, managers, and engineers.
  8. Develops, implements and modifies processes, methods, and tools to increase efficiency of operational activities, such as asset replacement procedures in Maximo and GIS, asset data standardization and asset data collection procedures.
  9. Develops a general understanding of water treatment processes and associated equipment and develops a general understanding of TCEQ and other regulatory compliance practices as they pertain to recommendations for preventative maintenance activities.
  10. Works with other NTMWD personnel to maintain and monitor accuracy of required asset documentation. Documentation will include regulatory, financial, maintenance, and key performance indicator reporting.
  11. Operates and uses Microsoft Office software suite to maintain an array of operations, maintenance, and administrative data, providing valuable reports and information to other personnel.
  12. Participate in team meetings and proactively provide input and suggestions.
  13. Learns and complies with applicable NTMWD policies and procedures.
  14. Performs other duties as assigned.

 

 

Section 3 – Knowledge, Skills & Abilities

 

  1. Must have strong background in Maximo or a similar maintenance management system, with a strong understanding of the Asset, Location, and Preventive Maintenance suite of applications.
  2. Must have experience reading and interpreting construction plans, specifications and technical manuals for identifying location and asset information.
  3. Must be proficient in the use and related programming/querying of SQL Databases.
  4. Excellent computer skills including word processing, database management, email, and Microsoft Office programs.
  5. Excellent attention to detail and accuracy in data entry and record keeping.
  6. Must be a motivated self-started, who is a quick learner and have the ability to work well individually and as a team member.
  7. Must be able to communicate effectively, both written and verbally, with supervisors, peers, and other departments.
  8. Highly comfortable with changing technology and data management tools.

 

 

Section 4 – Education and Experience

 

  1. Requires five years of progressive experience with IBM-Maximo, or a similar maintenance management system in water operations or public utilities.
  2. Associate’s degree in a related field including coursework in Computer-Automated-Design highly preferred.
  3. Prefer a Texas Commission on Environment Quality Class C or B Water Treatment Operator’s License.
  4. Must possess a valid Texas Driver’s License.

 

Section 5 – Environmental Factors, Activity Levels and Equipment

 

The duties and responsibilities are generally performed in a water treatment and conveyance environment. The position involves sitting (up to 8 hours per day), frequent standing, and frequent walking, light to moderate lifting, light carrying, frequent bending and reaching, keyboarding and telephone operation. Specific physical conditions require occasional work around chemicals, machinery, moving mechanical parts etc.

The duties and responsibilities are performed 70% indoors and 30% outdoors. Light exposure to dirt, dust, pollen, odors, wetness, humidity, biological hazards, rain, temperature and noise extremes, hazardous materials and chemicals, machinery, moving mechanical parts, vibrations, electric currents, traffic hazards, and water hazards are common.
