Accounting Manager

Section 1 – Position Summary

 

This position is responsible for the daily operations of the Accounting department, including Payroll, Accounts Payable, and Construction In Progress (CIP) and Capital Assets. Under direction of the Controller, supervises, assigns, reviews, and participates in the work of staff responsible for professional accounting work; ensures work quality and adherence to established policies and procedures; and performs the more technical and complex tasks relative to the assigned areas of responsibility.

 

Section 2 – Major Responsibilities

 

  1. Performs professional accounting functions in compliance with generally accepted accounting principles (GAAP).
  2. Manages the accuracy and productivity of day-to-day activities of accounts payable, CIP and Fixed Assets, Payroll and other general accounting, to include recording transactions to the general ledger and reconciling various asset and liability accounts.
  3. Ensures appropriate internal controls are in place and District compliance with established policies, procedures, and related regulations.
  4. Plans, prioritizes, assigns, supervises, reviews and participates in the work of direct reports.
  5. Meets with staff to identify and resolve problems; ensures work is performed accurately and that timelines are met.
  6. Participates in the development, analysis and implementation of goals, objectives, policies and procedures for assigned area of responsibility; makes recommendations for changes and improvements to existing standards and procedures.
  7. Participates in analysis and testing of new and existing financial systems to increase efficiency, recommends system configuration changes, and ensures compliance with regulations, laws, and standard accounting principles.
  8. Implements changes in accounting rules and regulations.
  9. Maintains current knowledge of GASB Statements.
  10. Maintains and updates accounting specific policies and procedures.
  11. Maintains a thorough understanding of financial reporting and general ledger structure.
  12. Responsible for the funding and quarterly reporting of the Retirement and Other Post-Employment Benefits trusts.
  13. Assists in the completion of the Annual Comprehensive Financial Report.
  14. Researches changes in accounting rules and regulations and make recommendations regarding implementation.
  15. Responsible for the administration of the accounting software in coordination with the Senior Financial Systems Analyst.
  16. Manages the administration of the payroll module of the HRIS software in coordination with the Senior Financial Systems Analyst.
  17. Prepares/reviews various monthly and year-end schedules.
  18. Keeps the Controller informed of issues and activities related to accounting systems.
  19. Responsible for the full range of supervisory activities including selection, training, evaluation, counseling and recommendation for dismissal.
  20. Researches and implements procedures to ensure compliance with new IRS regulations, including changes and updates in applicable laws.
  21. Maintains accurate historical records by capturing records into the records management system.
  22. Additional functions may be essential as designated by the Controller.

 

Section 3 – Knowledge, Skills & Abilities

 

  1. Knowledge of GAAP and generally accepted audit standards, and pronouncements of the GASB.
  2. Knowledge of complex systems, accounting concepts and fund financial reporting.
  3. Skill in critical thinking and the ability to make connections within the District.
  4. Excellent communication skills both verbal and written and attention to detail.
  5. Ability to use independent thought and judgment with regard to repetitive and detailed work.
  6. Excellent analytical skills, detail oriented, and highly organized.
  7. Proven ability to meet deadlines.
  8. Must be highly skilled in Microsoft Office Applications.

 

 

 

Section 4 – Education and Experience

 

  1. Bachelor’s degree in accounting, with a minimum of six years of progressive accounting experience, three years in a supervisory role.
  2. Working knowledge of governmental accounting, financial statement preparation and audit procedures.
  3. Experience with application of accounting standards to include GAAP and GASB pronouncements, accounting operations and transactions.
  4. Possess extensive experience and judgement to plan and accomplish goals.
  5. CPA or CGFO designation preferred.
  6. Requires a valid Texas Driver’s License.

 

Section 5 – Environmental Factors, Activity Levels and Equipment

 

This position requires minimum physical exertion with daily lifting requirements up to 10 pounds.  Significant finger dexterity required.  Activities may include carrying office materials, pulling and pushing file drawers and organizing paperwork.  Duties are almost always carried out in an office environment.  Equipment used includes a computer, printer, calculator, copier and telephone.
