Benefits Supervisor

Section 1 – Purpose of Position

 

The Benefits Supervisor oversees the day-to-day operations and contributes strategically to the development and enhancement of the District's benefits, wellness, and retirement programs.  Provides supervision of Benefit Specialists, ensuring the effective administration of various benefits and wellness offerings including, but not limited to Workers Compensation, Leave of Absence, Retirement/Pension, Insurance Plans, Wellness Program, and special events or other programs. 

 

Section 2 – Major Responsibilities

 

  1. Oversees the administration of health and welfare plans, retirement and pension plans, other employee benefit programs and wellness initiatives.
  2. Supervises and mentors a team of Benefits specialists.  Provides day-to-day supervision and guidance to foster a collaborative and high-performance team environment. 
  3. Develops and implements wellness programs that promote the physical, mental, and emotional well-being of employees.  Collaborates with wellness vendors and providers to organize events, workshops, and activities that support a healthy and engaged workforce.
  4. Designs and implements communication strategies to educate employees about available benefits, enrollment procedures, and changes in benefits programs. 
  5. Oversees the annual Benefits Open Enrollment process.
  6. Coordinates benefits orientation sessions for new employees and facilitates ongoing benefits education initiatives.
  7. Oversees the annual Affordable Care Act (ACA) 1095-C reporting process, ensuring accurate and timely submission of required forms to the IRS.
  8. Oversees the administration and communication of the employee pension program, ensuring compliance with plan documents and regulatory requirements. Collaborates with the Benefits team and external pension administrators to manage pension enrollments, contributions, and distributions.
  9. Provides comprehensive support to retiring employees by guiding them through the pension transition process, explaining options, and facilitating seamless retirement plan access.  Conducts individualized consultations with retiring employees to address pension-related queries, calculates benefit amounts, and ensures a smooth transition into retirement.
  10. Maintains ongoing communication and support for existing retirees, addressing inquiries, processing pension-related changes, and facilitating periodic pension-related updates.
  11. Oversees the administration and coordination of the workers' compensation program, ensuring prompt and fair resolution of workplace injury claims.
  12. Leads the administration and compliance of the Family and Medical Leave Act (FMLA) and Americans with Disabilities Act (ADA) programs.  Collaborates with Benefit Specialist to review and assess FMLA and ADA requests, making informed decisions in compliance with legal requirements and organizational policies.
  13. Stays abreast of changes in benefits laws and regulations, ensuring the organization's compliance.
  14. Performs other duties as assigned.

Section 3 – Knowledge, Skills & Abilities

 

  1. Proven experience in leading a benefits team.
  2. Comprehensive understanding of health and welfare plans, retirement plans, and other employee benefit programs.
  3. Familiarity with benefits trends, emerging practices, and regulatory changes.
  4. Excellent written and verbal communication skills, with the ability to articulate complex benefits information in a clear and concise manner.
  5. Effective presentation skills for communicating benefits information to employees.
  6. Strong analytical and problem-solving skills, with the ability to interpret data and make strategic decisions related to benefits programs.
  7. Proficient in Microsoft Office Applications.
  8. Strong interpersonal skills.

 

Section 4 – Education and Experience

 

  1. Bachelor's degree in Human Resources, Business Administration, or a related field, or the equivalent experience.
  2. Minimum of 5 years of progressive experience in benefits administration.
  3. Supervisory experience and experience administering retirement/pension plans.
  4. Professional certification such as Certified Employee Benefit Specialist (CEBS) or similar is preferred.

 

Section 5– Environmental Factors, Working Conditions and Equipment

 

This position requires minimum physical exertion with daily lifting requirements up to 10 pounds.  Significant finger dexterity required.  Activities may include carrying office materials, pulling and pushing file drawers and organizing paperwork.  Duties are almost always carried out in an office environment.  Office equipment utilized includes computer, printer, calculator, copier and telephone.
