Section 1 – Position Summary
The Water and Wastewater Special Programs Manager is responsible to the Director of Planning and the Director of Engineering for continual planning efforts related to future water resource alternatives to meet the District’s needs now and into the future. This position initiates and directs studies to evaluate a wide range of water resource alternatives, participates in long-range water supply planning efforts, and works collaboratively with internal and external stakeholders to implement alternatives. This includes developing agreements with other agencies or water purveyors and obtaining permits specifically related to source water. This position also works on large directed special projects and programs dealing with Water and Wastewater strategic efforts. This position also manages all existing contracts and the development of new water and wastewater contracts with member cities and customers, including monitoring all existing contracts to ensure they are current and if needed, work with the stakeholder to develop and negotiate new/renewal contracts and agreements.
Section 2 – Major Responsibilities
- Creates and oversees development and implementation strategies to secure future source water supplies for the District.
- Creates strategic plans to efficiently meet and balance the needs of the District, member cities, and customers.
- Communicates and collaborates with senior administration personnel from member, customer cities, consultants and other agencies to plan future needs.
- Coordinates efforts with Operations Water Resource Manager on existing and future water supplies.
- Prepares required administrative and regulatory reports.
- Works collaboratively with other departments to conduct water supply planning and development studies.
- Works collaboratively with external partners to coordinate activities for shared infrastructure and water resources.
- Leads the development and negotiation of water/wastewater agreements and contracts with member and customer cities.
- Lead efforts in obtaining permits associated with source water, i.e. inter-basin transfer, USACE, etc.
- Manages special projects that relate to securing access, availability, and utilization of District water resources
- Works with Entities to develop and secure future Raw Water Supplies and infrastructure to meet Districts demands and needs
- Interacts with other Utilities to create opportunities for Water and Wastewater development activities
- Prepares and controls budget, related costs and billings including technical activities and special projects.
- Performs strategic planning for areas of responsibility.
- Performs other duties as assigned.
Section 3 – Knowledge, Skills & Abilities
- Must possess in depth knowledge of the local, state and federal laws regarding water and environmental regulations and the contractual obligations and agreements with customer cities.
- Must be able to work collaboratively with staff, outside agencies, and departments within the NTMWD to develop and implement collaborative solutions.
- Excellent writing and presentation skills conveying technical and planning information.
- Expertise in effective communications, meeting facilitation and negotiations.
- Experience in developing and leading prioritization and decision processes.
- In-depth knowledge of development needs, land use, population projections and associated demands.
- Proficiency in preparing technical reports, maintaining accurate records, data management, word processing, project management, and presentations.
- Proficiency in use of Microsoft Word, Excel and management software.
Section 4 – Education and Experience
- Bachelor of Science degree in engineering, environmental science, planning or a related technical field.
- Masters degree in Water Resources/Environmental Engineering
- Ten years of progressive experience in planning and management positions. Requires strong background in water and wastewater quality requirements and regulations.
- Experience with process and management improvement principles and implementation.
- Requires a valid Texas Driver’s License.
Section 5 – Environmental Factors, Working Conditions and Equipment
This position requires moderate physical exertion with occasional lifting up to 50 pounds. General mobility required to evaluate field sites. Working conditions include exposure to weather, chemical hazards and gases. Equipment used includes vehicles, calculator, computer, automatic samplers, field- testing equipment and some laboratory equipment.
