Construction Inspection Supervisor

Section 1 – Position Summary

 

This position assists the Assistant Construction Manager, Construction Manager, Engineering Department management and project managers in overseeing inspectors and the execution of construction projects. Ensures the use of effective and consistent procedures and methodologies for construction inspections. Assists project managers in review of change orders, requests for information, field changes, and pay requests. Oversees a team of inspectors typically assigned to multiple projects. Assists in developing and maintaining construction management procedures.

 

Section 2 – Major Responsibilities

 

  1. Oversee, coordinate and review assignments for a team of inspectors working multiple projects.
  2. Routinely travels to all assigned construction sites.
  3. Keep up with vacations and leaves and coordinate inspectors for project coverage.
  4. Guide inspectors in implementing optimal construction inspection techniques.
  5. Assist inspectors in keeping up with the project schedule.
  6. Update and further develop existing guidelines, procedures and check lists for inspectors.
  7. Review inspectors daily report forms for completeness, accuracy and consistency.
  8. Assist project managers and inspectors as required with construction project requests for information, change orders, field changes, and resolution of issues.
  9. Ensure inspectors are observing requirements and constraints of contract documents, and that work is conducted within allocated easements.
  10. Ensure inspectors are observing requirements and constraints of submittals, and that all submittals are being transmitted to inspectors.
  11. Verify the required tests are being done and reports are submitted.
  12. Participate in construction progress meetings.
  13. Provide constructability review of design projects.
  14. Monitor progress schedules for all construction projects.
  15. Assist project managers with tie-ins and shut-downs.
  16. Fill out Performance Evaluations for inspectors and recommend payroll status changes to the Assistant Construction Manager and Construction Manager.
  17. Occasionally fill in temporarily for inspectors on leave.
  18. Verify the inspector’s time sheets correctly reflect time spent on each project.
  19. Keep project management and construction management informed of project issues and status.
  20. Assist and advise the Operations Departments with operational problems.

 

Section 3 – Knowledge, Skills & Abilities

 

  1. Possess knowledge of construction methodology associated with water and wastewater systems including treatment plants, pump stations, water, sewer and force main piping systems.
  2. Ability to communicate effectively with contractors and supervise and mentor inspectors and new Project Managers.
  3. Proficiency in reading and comprehending contract drawings and specifications.
  4. Proficiency in use of word processing, spread sheet, scheduling and management software.

 

Section 4 – Education and Experience

 

  1. High school diploma or GED with a minimum of 7 years of experience in construction related work or a minimum of thirty college credit hours in engineering or engineering technology combined with a minimum of 5 years of experience in construction related work.
  2. Construction related work to include a minimum of 3 years of Lead Inspection (Inspector II type) experience.
  3. Valid Texas Driver’s License.
  4. Be a Certified Public Infrastructure Inspector by APWA.

 

 Section 5 – Environmental Factors, Activity Levels and Equipment

 

Work conditions vary from indoor to outdoor activities. Outdoor activities may involve exposure to hot, cold, dusty, dirty, and/or noisy conditions. Activities may require sitting, standing, walking, bending, crawling, climbing, kneeling, balancing, pushing, pulling, carrying, dragging up to 75 pounds of equipment. Equipment used includes surveyor’s transit, level, steel tape, and camera. Work may vary depending on information requests.
