Community and Economic Development - Transportation and Economic Development Planning Manager
SUMMARY OF POSITION
This position is FLSA exempt and not eligible for overtime. Develops and manages economic development and regional planning programs and performs professional planning duties that require considerable breadth and depth of knowledge and expertise in community and economic development, land use planning, and transportation planning. Responsibilities include proposal development, budget development, contract negotiation, project programming and project management. Manages the work of others including professional and support staff, contractors, and/or representatives of other agencies and organizations. Manages Community and Economic Development (CED) staff to implement regional planning, transportation, and economic development projects and programs that address identified needs throughout the region. Supervises staff who provide a range of services to convene and resolve regional transportation issues related to the Corvallis and Albany area metropolitan planning organizations (MPO); delivers regional economic development programs for the Cascades West Economic Development District (CWEDD); and manages commercial lending program services throughout the region.

ESSENTIAL JOB DUTIES
90% General Program Administration

Directs and provides support to staff and associated groups and committees to develop and operate the transportation and regional planning programs.

At the direction of the CED Director, establishes procedures and systems and monitors operations to assure compliance with agency policy, federal and state rules, regulations, and contractual requirements.

Develops and makes recommendations to the CED Director, Executive Director, and others to develop and implement a public information strategy.

Develop and maintain productive working relationships with elected officials.

Utilizing data and industry best practices, provides policy and program recommendations to the CED Director.

Communicates effectively, accurately, and consistently to multiple partners and stakeholders on politically charged community projects and initiatives.

Actively engages in transportation and land use planning improvements, transparency and communication with the public, and informs OCWCOG’s vision and goals for economic development, transportation, land use, and strategic planning, while being prepared to execute the work.
Contract and Grant Administration

Drafts requests for proposals and contracts; coordinates the negotiation and modification of contracts.

Monitors compliance with contractual requirements.

In coordination with CED Director and staff, prepares narrative and financial reports.

Oversees the preparation and administration of federal and state grant applications.

Coordinates and/or executes specific projects in the areas of community and regional planning, transportation systems planning and development, community facility development, and economic development.

Represents the Community and Economic Development Department and the agency in interactions with federal, state, and regional agencies, local governments and others.

Prepares and manages adopted plans, policies, and program budgets.

Serves as technical advisor on long-range transportation planning initiatives.

Manages planning, developing, and marketing transportation programs and regional planning programs.
Fiscal/Budget Administration

Participates in the drafting of and monitors the CED planning and programs budgets.
- Manages MPO Budgets
Supervision

Selects, trains, supervises and evaluates CED programs and planning personnel.

Works with CED Director and staff to establish transportation and regional planning programs and individual staff goals. Monitors progress toward goals and provides support to staff in meeting goals.

Supervises staff to include prioritizing and assigning work, conducting performance evaluations, ensuring staff training and making hiring, termination and disciplinary recommendations.

Provides strong leadership skills with the ability to motivate staff and maintain a working environment of teamwork and innovation.

Empowers staff by providing clear direction and establishing high standards of accountability.
OTHER JOB DUTIES

Conducts staff and community meetings.

Conducts special projects as directed by CED Director.

Performs other related duties as assigned by CED Director.
MINIMUM QUALIFICATIONS
Experience & Training
-
Graduation from a four-year college or university with emphasis in planning, engineering, public administration, architecture, geography, political science, or a related field.
-
AICP or other certifications (AIA, GISP, LEED, PE, EIT, etc.) are preferred.
-
A Master’s Degree or higher in planning, public administration, or related field is desirable.
-
A minimum five years progressively responsible planning experience, with at least three years in a planning or management position.

OR, a satisfactory combination of equivalent education, training, and experience, which demonstrates knowledge, skills, and abilities to perform duties of the job. Professional certifications are desirable.
Knowledge, Skills and Abilities

Considerable knowledge of federal and state grant programs, land use planning principles and practices, transportation facilities development and planning, and community and economic development principles and practices.

Ability to identify emerging issues; set priorities and program goals; develop and manage projects and budgets; and establish systems to ensure project success.

Ability to motivate, train and supervise staff; to work collaboratively and diplomatically, and to coordinate the efforts of multiple parties;

Ability to utilize a personal computer for word processing, spreadsheet preparation, graphic presentations, database development and management and electronic communication; knowledge of computer software and hardware for graphic presentations and mapping desirable;

Ability to represent agency to various businesses and community leaders, local government officials, and state and federal officials; and

Ability to identify and handle significant policy inquiries from staff or others.

SUPERVISION RECEIVED
Receives general administrative supervision from the CED Director.
SUPERVISORY RESPONSIBILITIES:
Provides supervision to and evaluation of professional level staff as assigned.
WORKING CONDITIONS
Work is performed primarily in an office environment utilizing a personal computer, telephone and a variety of office equipment. Position requires sitting for long periods of time and performing extensive computer work. Travel is required to attend meetings and events.
LICENSES, CERTIFICATES, & OTHER REQUIREMENTS
Possession of a Valid Oregon Driver's License or ability to obtain reliable transportation to travel throughout the assigned area.
The position requires the successful completion of a criminal history and driver’s license check.
