About this opportunity:

This position is responsible for the overall management of the Disaster Case Management (DCM) program including hiring, training, planning, outreach, operations, tracking and budgeting for all matters dealing with DCM. Serves as the primary representative across all agencies serving as a central-point-of-contact for the DCM program. Directs and coordinates the effective implementation of the mission, goals, and strategies of the DCM program. Monitors and reports the progress of case funding services and ensures constant compliance with funding requirements.

Key responsibilities:

  • Assists the Divisional Disaster Director in developing and implementing the operational policies, programs, and training events which meet identified needs before, during, and after a disaster.
  • Develops public relations program that will enhance fundraising and other resource efforts. Attends all DCM related meetings with FEMA and GEMA.
  • Prepare all financial reimbursements packets for submission to the finance department.
  • Responsible for submission of monthly reports to funding body.
  • Reports on-going statistical and descriptive information regarding programs, operations, and finances to the DCM governing body.
  • Works to build relationships with other coalitions, community groups, agencies, and faith groups in developing inclusivity.
  • Organizes and presides over DCM staff meetings.
  • Develops a thorough understanding of DCM funding agreement, program and budgetary expectations, assists in determining what needs to be accomplished to fully implement Recovery in compliance with funding agreements, plans and coordinates implementation of the program at the local unit levels.
  • Serves as the liaison between The Salvation Army and the funding agencies.
  • Ensures presentations from Disaster Resource Coordinator and check requests from Case Management Supervisor are accurate and within funding compliance; reviews check requests for funding resources in general accordance with The Salvation Army’s procedures and the funding agreements.
  • Ensures compliance of DCM’s program plan and timelines as established by the agreement. Regularly monitors the DCM program in respect to goal obtainment.
  • Regularly reviews and monitors the overall DCM program budget and compares expenditures to the budget in collaboration with the Divisional EDS Director.
  • Prepares and submits consolidated program and fiscal reports to Divisional EDS Director, as required; ensures accuracy, completeness, and timeliness of information reported to maintain compliance with funding requirements.
  • Plans, directs, and supervises the work of assigned staff; trains and instructs employees in the proper methods and procedures; monitors work in progress and upon completion to ensure accuracy, completeness, and compliance with established policies and procedures; conducts performance evaluations and makes salary and hiring/firing recommendations.
  • Provides ongoing staff development and training; schedules staff for required training; conducts regular staff meetings.
  • Responds to problems or complaints raised by clients or other departments; investigates, collects facts, and resolves problems on a case-by-case basis; recommends changes in program or facility procedure, guidelines, or schedules to prevent future problems of the same nature.
  • Maintains awareness of the program requirements necessary to maintain existing funding; ensures that measurable outcomes correspond with requirements and adjusts case management processes as necessary.
  • Analyzes statistical information and case outcomes to ensure requirements of the Disaster Case Management program.
  • Completes performance evaluations on all assigned staff.


What we are looking for in you:

  • Bachelor's degree from an accredited college or university in Emergency Management, Business Management, Social Work, Behavioral Science, or a related field, with a Master’s degree in the same strongly preferred, and
  • Five years progressively responsible experience providing disaster or social services case management social services including accessing clients’ needs and developing individual, comprehensive, long-term action plans for recovery utilizing a wide variety of resources, with three-year supervisory experience, or
  • Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.


Physical Requirements and Working Conditions:

Ability to meet attendance requirements. Ability to read, write, and communicate the English language is required. Ability to speak a second language highly desirable in order to eliminate language/communication barriers. Ability to travel throughout the territory when needed to train others in program reporting or to conduct program presentations. Work is performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like. Work requires travel throughout the country in order to conduct training or presentations where there may be physical discomforts associated with driving a vehicle, traveling by airplane, changes in the weather, and staying overnight in a hotel.
