Job Summary:

 

Provides direction and leadership to all Social Services Programs administered through the Area Command; writes and processes grants and proposals for all social service program funding; develops, interprets and enforces operational and personnel policies and procedures; monitors quality of programs and ensures compliance with Salvation Army policies and procedures as well as grants, contracts, and licensing regulations; prepares, reviews, and interprets budgets; serves as liaison to community agencies and Advisory Board.

Supervisory Responsibilities (30%) 

 

Plans, directs, and supervises the work of assigned staff and volunteers; trains and instructs employees in the proper methods and procedures; monitors work in progress and upon completion to ensure accuracy, completeness, and compliance with established policies and procedures; conducts performance evaluations and provides salary and hiring/firing recommendations; serves as overall Program Director for all social service programs reporting to the Corps.

 

Administers, leads, plans and supervises all areas of the Social Services Department, which results in fiscal stability, programmatic accountability and enhancement of the department and its areas of operations.

 

Reviews and monitors monthly statistics representing department services; ensures the accuracy and completeness of the same.

 

Develops budgets and monitors program finances; develops and maintains long range financial planning for the social service programs.

 

Program Development and Evaluation Responsibilities (30%) 

 

Designs and supervises the administration of all social service programs to include emergency shelters, family crisis intervention, transitional living shelters, etc.; develops, implements and enforces program policies and procedures; evaluates program effectiveness and develops enhancements to improve overall operations and delivery of services.

 

Reviews, monitors, and interprets all functions of development for compliance and adherence to policies and procedures; develops, implements, and monitors additional policies and procedures for these operations and ensures compliance to the same which includes any legal requirements, standards, and regulations.

 

Develops short and long term program goals, objectives and expectations with managers; establishes Files Maintenance/Management requirements based on TSA policies/procedures; develops methods/procedures to remain current on relevant community and client needs 

 

Supervises, coordinates and monitors various special and seasonal projects such as Christmas, Thanksgiving, etc.

 

Researches public funding opportunities for Salvation Army programs; researches and prepares various departmental reports for internal use as well as those required by grant contracts, United Way, utility companies, etc.

 

Compliance Responsibilities (30%)

 

Monitors all program compliance with Salvation Army policies and procedures, contracts and licensure requirements; conduct random audits and monitors program reports; plans, develops and implements policy and procedure as it relates to residential/outpatient programs.

 

Assigns preparation schedules and duties to staff involved with audits and program monitoring and holds staff accountable for exceptions; develops a corrective plan of action to address any audit or program exceptions noted during the review for presentation to the funding agent and the Area Commanders.

 

Liaison Responsibilities (10%) 

 

Assist in performing community relations functions to promote programs by speaking to groups and coordinating volunteer efforts; serves as member of various community agency boards as requested.

 

Acts as liaison to community agencies, Program Services Committee, the Advisory Board, and all other organizations as it relates to Area Command Social Services Programs.

 

Serves as primary staff representative to the Advisory Board on behalf of the Social Services Department.

 

Other Responsibilities:

Assists with seasonal program events as needed.

 

Maintains a small caseload as needed.

 

Attends professional conferences and seminars and reads professional journals to maintain awareness of modern and effective social service program development/administration techniques.

 

Performs other duties as assigned.

Knowledge, Skills and Abilities:

Knowledge of the principles and practices of social service program management and administration

 

Knowledge of the principles and practices of business administration.

 

Knowledge of the principles and practices of grants and contracts administration.

 

Ability to supervise, lead, motivate, monitor and evaluate employees.

 

Ability to read and interpret policies/procedures, legal documents and requirements to ensure compliance.

 

Ability to plan, develop, evaluate and improve social service programs in order to maximize the benefits to the community and individuals served.

 

Ability to write grant applications/proposals, administer grants and contracts, and ensure all social service programs are in compliance with grant/licensing requirements.

 

Ability to work independently and with limited supervision.

 

Ability to administer a budget and monitor expenditures for compliance with the same.

 

Ability to build and maintain effective working relationships with Salvation Army officers, employees and the community.

 

MINIMUM QUALIFICATIONS REQUIRED:

 

Education and Experience:

Bachelor’s Degree from an accredited college or university in Social Work, Business Administration, one of the Behavioral Sciences, or related field, with a Master’s degree in the same preferred,

 

and

Four years progressively responsible experience coordinating and supervising social services programs, with at least two years in a supervisory capacity,

Or
Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

Certifications:

Valid State Drivers License

 

Physical Requirements:

Ability to meet attendance requirements.

Ability to read, write, and communicate the English language effectively.

Ability to perform complex mathematical computations and to analyze/interpret complex budgets.

Ability to perform public speaking.

Ability and willingness to conduct all duties in accordance with the ministry of the organization and its Christian principles; conducts all communications and job duties with the highest level of professionalism.

Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lbs.) 5-10% of work time.

Duties are usually performed seated.  Sitting may be relieved by brief or occasional periods of standing or walking.

Working Conditions:

Work may be performed in an office environment within a shelter where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like but not limited to the office environment.
