ESSENTIAL FUNCTIONS:                                                                                                                      

  • Confers with the Building Permits and Inspections Manager and Maintenance Director concerning objectives, new or revised policies, short- and long-range programs relative to inspections services, building maintenance, repair, construction operating problems and matters affecting other departments and divisions; plans and implements new programs or procedures in accordance with established objectives. 
  • Conducts inspections and assessment of various building components and qualifies maintenance, repair and replacement needs for such.
  • Supervises the field operations over multiple departments as well as outside contractors, as required. 
  • Plans, organizes and supervises the maintenance and repair of community facilities. 
  • Oversees and schedules the various contracted services provided to the Community relative to building maintenance and repairs.
  • Supervises the operations and staff of Inspection Services, including resale inspections and alterations inspections. 
  • Supervises the issuance of permits to residents for alterations to manors. 
  • Serves as coordinator for emergency and insurance-related repair activities. 
  • Coordinates interdepartmental activities within the  Maintenance Division. 
  • Works toward successful completion of projects generated by other Divisions that require building maintenance services, as requested. 
  • Interfaces with senior management, utility, municipal, and private representatives as required.
  • Develops work plans for management audits, research projects and operations review; assesses disciplines, manpower, schedule, cost and time requirements; and defines purpose, objectives and specific tasks.
  • Evaluates specific issues and summarizes findings and conclusions; develops specific recommendations and reviews data and conclusions with others; and prepares and presents reports to committees, boards or others as directed.

 

DESIRABLE QUALIFICATIONS:

Graduation from an accredited four-year college or university with a degree in business or related field, and thorough journeyman supervisory experience in the construction trades; or any equivalent combination of education and experience which produces the following:

 

  • Knowledge of the occupational hazards and safety precautions of the job.
  • Knowledge of  PC and applicable software programs.
  • Knowledge of principles of administrative management and sources of authoritative information.
  • Knowledge of the principles and practices of accounting, budgeting and auditing.
  • Knowledge of research methods and techniques.
  • Knowledge of methods of report preparation and presentation.
  • Knowledge of  the principles and practices applied in the safe and efficient use of tools and equipment and safety precautions applicable to the work.
  • Knowledge of materials, methods, tools and equipment used in maintenance and repair work appropriate to the area of assignment.
  • Knowledge of residential building restoration practices and procedures.
  • Ability to design, conduct, analyze and interpret research findings.
  • Ability to direct the preparation and maintenance of repair records and reports and to analyze and evaluate such records for planning purposes.
  • Ability to lay out and supervise the work of maintenance personnel performing various tasks in a manner conducive to full performance and high morale.
  • Ability to write and orally present clear and concise reports.
  • Ability to maintain effective working relationships with other employees and the public and to deal with public relations problems courteously and tactfully.
  • Ability to prepare and supervise the keeping of a variety of records and reports.
  • Ability to write and orally present clear and concise reports.
  • Ability to pass respiratory pulmonary function test.
  • Ability to pass qualitative and/or quantitative respirator fit test.

 

 

SPECIAL REQUIREMENTS:

  • Possession of a valid California driver’s license.
