JOB SUMMARY:

 

Under direction, plans, schedules and supervises ongoing activities of staff performing work in multiple areas of maintenance and construction-related disciplines and supervises similar work performed by outside contractors; performs related work as required.

 

Supervision may be exercised over union personnel through foremen and/or non-union clerical and technical staff.  Work involves regular contact with other departments, divisions, residents, and contractors.

 

 

ESSENTIAL FUNCTIONS:

 

Confers with the Manager and Maintenance Director concerning objectives, new or revised policies, short and long-range programs relative to building maintenance, repair construction, operating problems and matters affecting other divisions and departments. Plans and implements new programs or procedures in accordance with established objectives.

 

Develops work programs and schedules; supervises and directs the work of subordinates within the Department; plans and supervises the development of department training and safety programs; selects and evaluates employees; provides feedback to employees throughout their review period; provides feedback during employee performance review that is timely, specific, honest and designed to help the employee succeed.

 

Supervises the field operations of multiple departments as well as outside contractors. Oversees and schedules various contracted services provided to the Community relative to building maintenance and repairs.

 

Assists with the evaluation and preparation of contracts and contractors for outside services; verifies completion and quality of contractor work and approves payment of contractor invoices.

                                                                         

Coordinates interdepartmental activities within the Maintenance Division.  Works to create successful completion of projects generated by other Divisions that require building maintenance services, as requested.  Interfaces with senior management, utility, municipal and private representatives as required.

 

Develops work plans for management audits, research projects and operations review; assesses disciplines, manpower, schedule, cost and time requirements; defines purpose, objectives and specific tasks.

 

Evaluates specific issues and summarizes findings and conclusions; develops specific recommendations and reviews data and conclusions with others; and prepares and presents reports to committees, boards or others as directed.

 

Drives a vehicle to meetings, workshops and other job-related responsibilities.

 

Regular Attendance Required.  All duties performed on site for the Community.

When assigned as Operations Supervisor for the Building Operations Department:

 

Supervises the moisture intrusion and damage remediation inspections and operations staff. Serves as coordinator for emergency and insurance-related repair activities.

 

 

When assigned as Operations Supervisor for the Maintenance Services Department:

 

Must be bilingual and biliterate in Spanish/English. 

 

 

NON-ESSENTIAL FUNCTIONS:

 

Assists others in office with priority projects impacting the Division; assists in the preparation of annual budget estimates; maintains a variety of records including those relating to materials, supplies, inventory and project history.

 

Researches, designs, provides cost estimates and implements special projects.

 

Photographs areas within the Community that may have impact on Division projects; identifies equipment needs of the departments, observes demonstrations of new equipment and evaluates equipment for use by the department.

 

Resolves a variety of other departmental, divisional and resident-related maintenance problems through personal conferences.

 

EQUIPMENT OPERATED:

 

Vehicle, computer, printer, copier, fax machine, telephone, camera,  hand-held radio, sound recorder and moisture meter.

 

 

WORK ENVIRONMENT:

 

While performing the duties of this job, the employee is in a climate-controlled indoor office and is exposed to dust, fumes and normal outdoor elements when observing regular maintenance operations.

 

DESIRABLE QUALIFICATIONS:

 

Graduation from an accredited four-year college or university with a degree in business or related field and thorough journeyman supervisory experience in the construction trades; or any equivalent combination of education and experience which produces the following:

 

  • Knowledge of the occupational hazards and safety precautions of the job.
  • Knowledge of computer and applicable software programs.
  • Knowledge of methods of report presentation.
  • Knowledge of principles of administrative management and sources of authoritative information.
  • Knowledge of research methods and techniques.
  • Knowledge of the principles and practices applied in the safe and efficient use of tools and equipment and safety precautions applicable to the work.
  • Knowledge of the principles and practices of accounting, budgeting and auditing.
  • Knowledge of materials, methods, tools and equipment used in maintenance and repair work appropriate to the area of assignment.
  • Knowledge of methods and procedures used in the identification and remediation of moisture and mold intrusion in residential properties.
  • Ability to design, conduct, analyze and interpret research findings.
  • Ability to direct the preparation and maintenance of repair records and reports and to analyze and evaluate such records for planning purposes.
  • Ability to lay out and supervise the work of maintenance personnel performing various tasks in a manner conducive to full performance and high morale.
  • Ability to maintain effective working relationships with other employees and the public and to deal with public relations problems courteously and tactfully.
  • Ability to prepare and supervise the keeping of a variety of records and reports.
  • Ability to recognize operating deficiencies in assigned equipment.
  • Ability to write and orally present clear and concise reports.

 

 

 

 

 

SPECIAL REQUIRMENTS:

 

Possession of a valid California driver’s license.

Ability to pass respiratory pulmonary function test.

Ability to pass qualitative and/or quantitative respirator fit test.

 

 

When assigned as Operations Supervisor for the Building Operations Department:

 

Ability to obtain mold remediation certification.

 

 

PHYSICAL REQUIREMENTS:

 

While performing the duties of this job, the employee is frequently required to talk, hear and to use hands to finger, grasp, feel and reach.  The employee is regularly required to sit for long periods of time (up to 7 hours).  The employee is occasionally required to carry, kneel, pull, push, stoop and lift up to 20 lbs.

 

 

MENTAL REQUIREMENTS:

 

Reading, detailed work, confidentiality, problem solving, math, reasoning, verbal/written communication skills, extensive personnel contact, multiple concurrent tasks.
