Parent, Family, & Community Engagement Supervisor

As the Parent, Family, and Community Engagement (PFCE) Supervisor, you will develop, implement, and manage services for children and families under the direction of the Early Education and Child Care Program Directors. You'll ensure PFCE policies and practices are integrated across Early Head Start, Head Start, Migrant and Seasonal Head Start, and State Child Development Programs. Your role includes providing training and technical assistance to staff, aligning with federal performance regulations, state requirements, and research-based practices.

 

We would love to hear from someone who:

  • Has a Bachelor’s degree in social work, human services, family services, or a related field.
  • Has three years of experience in social work, human services, or related fields.
  • Has at least one year of supervisory experience.
  • Is Bilingual and biliterate in English and Spanish(bilingual/biliterate exam will be administered prior to employment)
  • Has a valid California Driver's License, dependable transportation, and acceptable driving record.
  • Certificates of pediatric first aid and CPR training within 30 days of hire.

As a PFCE Supervisor you will:

  • Develop, implement, and manage PFCE services for children and families, ensuring high-quality services and compliance with federal, state, and local guidelines.
  • Partner with program directors to create and update PFCE plans, policies, and procedures, promoting operational effectiveness and quality improvement.
  • Establish and maintain partnerships with directors, managers, and supervisors to ensure comprehensive child and family services.
  • Provide training and resources on child abuse prevention, substance abuse, and domestic violence, ensuring all staff understand reporting laws and protocols.
  • Lead Parent Engagement programs, support local Parent Committees and Policy Councils, and enhance opportunities for family involvement.
  • Ensure staff and parents are trained on PFCE requirements and best practices, providing ongoing support and technical assistance.
  • Maintain contracts with PFCE professionals, and develop partnerships with community stakeholders.
  • Participate in recruitment, program monitoring reviews, and community assessments.
  • Collect and analyze PFCE data to support program effectiveness and report outcomes.
  • Ensure confidentiality and proper documentation in accordance with agency, state, and federal requirements.
  • Work with directors on budgeting to support PFCE services.
  • Supervise all PFCE staff across Head Start/Early Head Start, Migrant and Seasonal Head Start, and State Child Development Programs.
  • Ensure staff meet qualifications and perform job responsibilities satisfactorily.
  • Conduct performance appraisals and manage corrective actions or terminations as needed.

Additional Eligibility Qualifications:

  • Must be at least 18 years of age by date of hire. 
  • Must submit proof of current vaccination status for measles, pertussis, and influenza (or a current, signed influenza declination form) in compliance with SB 792.
  • Must comply with the CAPSLO COVID-19 Vaccination Policy, either being fully vaccinated or sign a COVID-19 vaccination declination form.
  • Must complete a health screening physical completed within 30 days prior to employment and a current TB skin test/Chest X-Ray. 
  • Employment is contingent upon meeting all job requirements and background requirements: criminal history check (Inclusive of DOJ, FBI and Child Abuse), acknowledgement of child abuse reporting responsibility, criminal record statement (Form LIC508), etc. A criminal history clearance is required prior to employment. 
  • Upon hire agency staff will check the Megan’s Law (or the current sexual predator website) to ensure each staff being hired is clear for employment. Program administrative staff will check the website annually to ensure all program staff are cleared to work. 
  • Must meet the Head Start Performance Standards and State requirements. 
  • Employment in Head Start, Early Head Start and Migrant and Seasonal Head Start Programs is contingent upon approval of the Policy Council.
