STORMWATER, WATER RESOURCE SPECIALIST (MS4)

 

An employee in this position will assist in or manage routine field work, public education, outreach, participation activities, and other MS4 (Municipal Separate Storm Sewer System) required duties for compliance with National Pollutant  Discharge Elimination System (NPDES), MS4 program, under the direction of the Stormwater Coordinator.

 

ESSENTIAL DUTIES:

  • Develop public education and outreach programs to promote stormwater quality.
  • Implement Public Outreach MS4 Requirements
  • Manage and audit stormwater fee rates associated with impervious structures.
  • Conduct Hotspot inspections at properties that present a higher potential risk for spills, leaks, or illicit discharges.
  • Review and catalog existing Stormwater Maintenance Agreements and related maintenance plans.
  • Conduct inspections on post-construction runoff control devices such as detention ponds, retention ponds, bio-retention ponds, water quality units, swales, stormwater piping and other related features.
  • Create correspondence related to post-construction runoff inspections to be sent to each property owner and follow up with correspondence in a timely manner.
  • Inventory and maintain post-construction database by acquiring necessary data, inputting information, checking data integrity, and logging the status of all data received.
  • Perform data collection and field assignments including, but not limited to, the Stormwater Department.
  • Uploads collected data into city databases using various electronic media.
  • Perform in a team environment as well as independently with minimal supervision.
  • Represent the City in a professional manner.
  • Checks own work for accuracy and completeness.
  • Compiles Geographic Data from a variety of sources including engineering as-builts, field observations, aerial photographs, and existing maps to complete inspections and document findings.
  • Responds to inquiries from the public and distributes data to internal and external customers as needed.
  • Conducts routine good housekeeping inspections at City facilities.
  • Issues quarterly ‘illicit discharge’ reports to City staff via e-mail.
  • Maintains and updates Public Education and Outreach posts on social media.
  • Conducts inspections and issues driveway permits in accordance with City of Lebanon regulations.
  • Conducts final inspections as needed.
  • Conducts visual stream assessments in accordance with TDEC protocols.
  • Conducts other MS4 related activities as assigned.
  • Additional duties as assigned.


KNOWLEDGE, SKILLS, & ABILITIES:

  • Experience in stormwater management programs or equivalent education, training and experience which provide the requisite knowledge, skills and abilities for the position are preferred.
  • Experience with subdivision and/or site development including grading, drainage, utilities, etc.
  • Must have the ability to read and understand construction drawings and topographical maps and identify geotechnical features.
  • Must be able to comprehend both oral and written instructions and to communicate in English, both orally and in writing.
  • Must have the ability to report to work on time and perform duties of the job for a complete workday and perform job responsibilities in a timely manner.
  • Must have the ability to occasionally work beyond normal hours, at night or weekends.
  • Must have the ability to concentrate and accomplish tasks to meet deadlines despite interruptions.
  • Must be able to perform a variety of tasks simultaneously or in rapid succession.
  • Must be proficient with Public Speaking


REQUIRED EDUCATION, CERTIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree from an accredited college or university is required, with relevant coursework in environmental science or other closely related field of study.
  • TDEC Level 1 Certification or ability to obtain within 6 months of hire date is required.
  • Stormwater Control Measures (SCM) Inspection and Maintenance Certification or ability to obtain within 6 months of hire date is required.
  • Certification as a Qualified Hydrologic Professional (QHP) is strongly encouraged.
  • Minimum of 2 years relevant experience in stormwater management programs is required. Or, equivalent training and experience which provides the requisite knowledge, skills and abilities for the position may be considered.
  • Experience with subdivision and/or site development including grading, drainage, utilities, etc. is preferred.
  • Experience with any geographical measurement work including, but not limited to computer aided drafting design, software applications development for GIS, or the creation of maps or related reports using GIS.
  • Must have a valid Tennessee driver’s license with clean driving record.
  • Experience with office equipment such as scanner, copier, fax machine, large document plotter, GPS data collector, and computer.
  • Experience with software such as Microsoft Office.

 

PHYSICAL DEMANDS AND WORK ENVIRONMENT

Incumbent must be capable of performing laborious tasks over extended periods of time. While performing the duties of this job, the employee is required to stand; walk; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; and climb or balance. Specific vision abilities required by this job include depth perception and the ability to adjust focus. Position requires climbing. Responsible for proper operation of departmental pick-up truck and other tools. The employee is frequently required to sit, stand, crouch, talk, hear, see, and use hands and fingers. Must be able to operate a motor vehicle.  Incumbents are exposed to dangerous equipment and to heat, cold, rain, noise, and other adverse conditions. Incumbents must have the ability to walk remote and primitive terrain for extended periods of time in all environmental conditions to undertake responsibilities. While performing the duties of this job, the employee occasionally works near moving mechanical parts and in outside weather conditions and is occasionally exposed to odors and dust. Duties are performed in the office environment as well as outside. Employee will be exposed to weather conditions such as extreme heat, cold, rain, sun and/or humid conditions. Noise level is usually moderate.

ADDITIONAL INFORMATION

This is a safety-sensitive position. 

 

Position is subject to call back, during some extreme weather events, the employee may be required to work nights, weekends, and holidays.

Starting salary is DOQ and ranges from $62,296 to $73,299 annualized. Position is salaried, exempt for purposes of wage and hour.
