POSITION SUMMARY: The Clinic-Based Program Manager is responsible for the supervision of clinic-based staff and interns, as well as day-to-day operations of the Clinic-Based Mental Health Program. This position is responsible for ensuring the team of therapists and skill builders is cohesive and well supported and that contract requirements and performance expectations are being exceeded or met. They will also carry a small clinical caseload as administrative workload and clinic demand permit, providing counseling/psychotherapy to individuals, families and groups.

 

ESSENTIAL JOB FUNCTIONS/MAJOR JOB RESPONSIBILITIES:

  • Partner with the Behavioral Health Program Director to monitor all day-to-day aspects of the Clinic-Based Program
  • Provide administrative supervision and mentorship to clinic-based staff and interns
  • Facilitate Clinic Based meetings and design and enact strategies that support a positive environment
  • Participate in the hiring, training and performance evaluation of staff and interns in a way that attracts, retains and grows high quality staff, in partnership with the Clinical Supervisors and Behavioral Health Program Director
  • Work with the Behavioral Health Program Director and other members of the MH management team to identify and manage strategies and procedures for program efficiencies and contract performance
  • Utilize and provide consultation to community resources, when appropriate
  • Stay aware and connected to system and referral partners to ensure quality coordinated care for clients, collaborative solution-oriented partnerships and strong referral relationships
  • Represent the agency in the community
  • Model and encourage direct, professional communication among staff members, and facilitate development of a positive staff support network
  • Demonstrate awareness and sensitivity in the delivery of client services as it relates to the cultural and socioeconomic characteristics of the populations served
  • Stay aware of current Medicaid laws, YCCO and OHA initiatives
  • Help monitor and ensure that the Mental Health Program operates within its budget and fulfills the expectations outlined in its contracts

 

CLINIC BASED FUNCTIONS:

 

  • Provide counseling and/or psychotherapy to individuals, families and groups experiencing mental and emotional challenges
  • Diagnose mental health conditions based on client reports and formulate collaborative treatment plans
  • Complete necessary paperwork to document assessment and client progress in compliance with established clinic policy
  • Act as back-up to Behavioral Health Program Director to provide administrative and supervisory support when the manager is absent
  • Work closely with the BH Program Director and Intake & Quality Assurance Coordinator and Operations supervisor to ensure the smooth operations of the Mental Health Clinic, including interfacing with billing and reception staff
  • Help maintain the Mental Health Program Policies and Procedures manual, ensuring that it is updated with accurate information in a timely manner
  • Review and approve level of care classifications and requests for extension of services.
  • Monitor the adherence to administrative procedures and policies of clinical staff and oversee the Quality Assurance efforts

  • Proficiency in Word, Excel and EHR system is required
  • Working knowledge of the Oregon Administrative Rules Service and Documentation Standards (309-19-0135 to 309-19-0140) is required.

  • Excellent interpersonal, oral and written communication skills.

EDUCATION and/or EXPERIENCE:

 

  • Master’s degree granted by an accredited institution in Counseling, Marriage & Family Therapy, Social Work, Psychology, or a closely related field is required.
  • Experience facilitating groups gained through employment or internship, particularly in domestic violence prevention, anger management and/or trauma recovery, is a plus.
  • Program management or supervision skills are highly desired.
  • Knowledge and professional experience working in the mental health field.

 

CERTIFICATES, LICENSES, REGISTRATIONS: Current counseling certification and licensing in the state of Oregon, or making progress toward securing an Oregon license. Must meet State of Oregon Administrative Rule requirements for a Qualified Mental Health Professional (QMHP) and possess, or work toward, MHACBO certification as a QMHP-C unless already pursuing licensure through one of the state of Oregon’s counseling or social work profession’s licensure board.
