Schedule:          Monday – Friday, 8:00am – 4:30pm

SUMMARY
Under the direction of the Senior Director of CES and Community Engagement, the Director of CES and Housing Navigation will provide agency wide administration and oversite to the activities related to our LAHSA funded Regional Coordination and Housing Navigation programs.  The candidate selected for this position will ensure that a comprehensive plan for collaboration is developed that is based on best practice models that work to properly house the most vulnerably homeless individuals in SPA 4. In partnership with the members of the CES Leadership Team of SPA 4, the Director of CES and Housing Navigation will ensure that the SPA 4 community participates in effectively tracking, housing, and reporting of the outcomes of the continuum initiatives.  In coordination with the Senior Director of CES and Community Engagement, the selected candidate for this position will be responsible for maintaining the highest quality services and efficiency while fostering teamwork among staff across departments, programs, and other social service organizations.  

ESSENTIAL DUTIES AND RESPONSIBILITIES
1.    Interface with partners, including community health providers, the business community, and social service/housing providers to reduce the number of homeless people living on the streets.
2.    Work in collaboration with LAHSA’s Housing Central Command, CES Leadership Team in SPA 4 and housing providers to remove barriers to permanent housing.
3.    In collaboration with the Senior Director of CES and Community Engagement, provide oversite to all a Reginal Coordination contracts including Outreach Coordination.
4.    Provide administrative supervision to SPA Wide Matcher and Housing Navigation Program.
5.    Facilitate small and larger team case conference meetings with community partners. 
6.    Provide crisis intervention to clients facing medical and mental health crisis situations.
7.    Work collaboratively with each team to identify appropriate services considering each individual’s physical and cognitive needs.
8.    Work collaboratively with public, private, and nonprofit sector groups to provide services; e.g., mobile info stations, public kiosks, hygiene centers, a welcome center, sobering center, etc. 
9.    Oversee and manage file review for required grant documentation and eligibility as it relates to Regional Coordination and Housing Navigation contracts.
10.    Conduct ongoing record keeping monitoring and client file management for quality assurance and audit preparation.
11.    Conduct training for all staff to ensure file and documentation standards are met as well as contract outcomes/ goals.
12.    Generate HMIS reports, locate errors, and provide follow up reports to staff for corrective plan(s) of action.
13.    Generate client lists for case managers monthly of clients that need HMIS data corrections.
14.    Assist with program/fiscal audits.
15.    Direct interview process for all open positions and ensure that all Annual Reviews are completed in a timely manner.
16.    Oversight and integration of community serving resources such as United Way Flex Funds and LAHSA’s Skid Row Housing Assistance Program.
17.    Act as the Liaison with all Housing Authorities and housing providers.
18.    Provide oversite regarding the hiring ensure Diverse and Equitable hiring practice to appropriately reflect the diversity of the population served. 
19.    Oversee staff management practices and monitor staff’s receipt of adequate training to ensure they abide by all agency and department policies and procedures. 
20.    Provide technical assistance and training for any matching related functions or new resources.
21.    Attend all meetings requested by funders (LAHSA)
22.    Special projects and other duties as assigned

QUALIFICATIONS
1.    BA required, Masters’ degree (preferred) in mental health field (Social Work, MFT, or Psychology);
2.    Extensive experience working with individuals who are experiencing homelessness, mental illness, substance addiction and medical challenges.
3.    Understanding Housing First and Harm Reduction philosophy.
4.    At least 3 years’ experience providing direct supervision and management of staff.
5.    Experience managing and providing oversight to multiple teams, preferred

2.    Regularly required to sit, stand, bend and occasionally lift or carry up to 35 pounds
3.    On occasion walk, drive or transit to different local sites
4.    Will necessitate working in busy and loud environments
5.    Will be exposed to elements like cold, heat, dust, noise, and odor
6.    May need to bend, stoop, twist, and sit throughout the day
