JOB PURPOSE:  The Security Officer as part of a team is responsible for providing security and safety services that support a safe and secure environment for patients, visitors, community members and employees of El Rio Health. In this role the Security Officer performs routine security and public safety patrol duties, providing escort services and other basic public assistance services at a location assigned by management. The Security Officer must demonstrate the appropriate level of professionalism and self-initiative in successfully performing all security functions, duties, tasks, assignments, and responsibilities following well-established procedures of the Security Department and its varied operations.

 

The Security Officer works with general supervision and review, following well-established procedures that utilize defined and limited independent judgment. Any issues or problems involving departures from standard policies, interpretations, or procedures the Security Officer will communicate with the Security Supervisor for review and direction on a resolution.

The primary goal of the El Rio Health Security Officer is to support El Rio’s Mission of providing comprehensive, quality health care that is affordable and accessible to all who may have healthcare needs, by successfully performing the primary essential functions.

Essential Job Functions:

  • Performs all security duties, tasks, and assignments supporting Security Department operations within established time frames; meeting established rates of performance for the quality and quantity of work for the position, demonstrating a level of quality, efficiency, and accuracy in the employee’s job performance that ensures the highest standards of excellence.
  • Provides a visible security presence through fixed-post or roving patrol assignments, supporting a safe and secure environment for patients, visitors, community members, and employees.  
  • Performs security patrols of facilities and parking areas (on foot, or in motorized vehicle) to discourage and identify any criminal activity or safety concerns, reporting any unsafe conditions.
  • Identifies and reports any criminal activity, unsafe conditions, hazards, unlocked doors in restricted or secured areas, security violations, blocked entrances or exits, mechanical problems, and unauthorized persons.
  • Ensures that facilities and restricted areas are properly secure, inspecting access points for proper use by employees and hardware function; Opens and secures facilities at the beginning and ending hours of operation as required.
  • Monitors and directs vehicular and pedestrian traffic ensuring smooth and safe movement in parking areas; supports the authorized use of disabled parking by patients, visitors, and employees; and ensures the proper clearance of fire lanes for emergency vehicle use.
  • Serves as a visible presence towards reducing the theft, misuse, or damage to facilities, equipment, or personal property by monitoring public and private areas for unauthorized individuals, or criminal activity.
  • Provides assistance and escort services to patients, visitors, community members or employees as requested or observed.
  • May provide safe and efficient transportation to employees using an organizational vehicle.
  • Responds to El Rio emergency situations or calls for service in an appropriate and timely manner, assuming control and coordination of the incident in compliance with all El Rio Community Health Center policy and procedures, complying will all defined emergency incident standards and practices.
  • Notifies immediately the appropriate department and organizational leadership in compliance with the defined communications security protocols of all emergency situations or criminal activity.
  • Conducts the preliminary investigation of security related incidents or calls for service.
  • Interviews patients, visitors, and/or employees to define and document observations and information related to the incident.
  • Documents all actions and elements of an incident, the observations of witnesses and/or participants, and any other relative information onto the required incident report in a timely and accurate manner.
    • When an incident involves an emergency situation or criminal activity, the Security Officer will initiate and coordinate a service call request with local emergency services or law enforcement.
    • Assists with crowd control and other critical functions during emergency situations.
    • Maintains a documentation log of daily service calls for weekly and monthly reporting.
  • Adheres to and complies with all Federal, State and Local statutes, laws, or regulations, as well as all organizational and departmental policies and procedures related to the scope of authority and responsibility as a Security Officer.
  • Supports the implementation of strategic department goals and objectives, policies, and procedures; effectively interpreting and implementing policies, procedures, and best practices supporting successful security services and/or support for patients, visitors, community members, and employees.
  • Maintains a clean, safe, and hygienic work environment in compliance with all Policies and Procedures including but not limited to work areas, workstations, examination rooms, hand washing, infection prevention and control etc. for this position.
  • Demonstrates an understanding of and proficiency with the application of all compliance and reporting requirements respective to Joint Commission Certification (JCC) standards.

 

Minimum Education and Experience:

  • High School Diploma or G.E.D.
  • A minimum of two (2) years’ experience in Law Enforcement, Military Police, or relevant Private Security service.
  • Must be twenty-one (21) years of age or older for liability coverages.

 

If applicable, equivalent combination of education and experience may be considered, and must be directly related to the functions and responsibilities of the job.

 

Required Licenses, Certifications, and Registrations:

  • Current certification in Basic Life Support (BLS) for health care providers.
  • Level I fingerprint clearance card: current valid and in good standing or have applied for it within seven working days after beginning employment.
  • Employees in this position are required to have reliable transportation that can meet any operational reassignments of the organization during the workday. If an employee is driving during work hours, the employee is required to possess a valid driver’s license and must comply with Arizona vehicle insurance requirements.

Preferred Education, Experience, Skills, Abilities:

  • Bilingual (English/Spanish) with the ability to speak, read and write in both languages.

Personnel who decline to receive COVID 19 and/or flu vaccination per most recent CDC recommendations will be recommended to wear a facemask while in an El Rio Health facility, including both clinical and non-clinical areas from November 1 to April 30 (subject to change depending on viral activity). Subject to exemptions and accommodations when required by law.

All employees are required to undergo drug testing prior to employment and, will be subject to post-accident, reasonable suspicion, return to duty and follow up drug and alcohol testing in compliance with Federal and State regulations for alcohol and controlled substance testing. Employees in positions holding responsibility for the safety and welfare of others will also be classified as safety sensitive.
