GENERAL SUMMARY

Perform duties under general supervision while following established policies and procedures. Supervise and audit the work of Payroll Specialists to ensure accuracy and timeliness. Provide back-up to Payroll Specialists and Payroll Officer when necessary. 

 

ESSENTIAL FUNCTIONS

  • Processes payroll and compiles payroll data to maintain accurate payroll records.
  • Performs routine duties of Payroll Specialist which includes updating changes, payroll adjustments and recording sick and vacation requests.
  • Audits transaction history report on electronic time sheets and verifies and corrects any discrepancies.
  • Performs call backs on vacation and sick records entered on electronic time sheets and payroll changes.  
  • Records leave requests, resignations, and terminations in HRIS system and department logs.
  • Processes exception items and those requiring special handling.
  • Balances payroll, prepares general ledger entries, audits and adjusts 401K reports and processes other payroll related transactions after each pay period. 
  • Maintains the HRIS Self Service System.
  • Prepares report for Affirmative Action Plan, including the compilation of transfer, promotion, termination and new hire data.
  • Organizes all supporting documents after each payroll processing for Payroll Manager to review.
  • Prepares required on-going, month-end, quarterly, and year-end reports for departmental use.
  • Audits and reconciles insurance billings and insurance payroll deductions. 
  • Prepares responses to notices from government agencies regarding tax filing.
  • Reconciles general ledger and payroll suspense accounts monthly. 
  • Audits payroll tax return filed by Ceridian quarterly and yearly.
  • Prepares data for reporting Vets-100, EEO-1, 401K audit and ESOP Census yearly.
  • Maintains and follows up with the Workers’ Compensation claims.
  • Prepares information and copies for the audit of Workers’ compensation Insurance. 
  • Researches and provides information for audit purposes upon request.
  • Identifies process improvement and evaluates departmental efficiency. 
  • Identifies legal requirements and government reporting regulations affecting Human Resources functions and ensures Bank policies, procedures, and actions are in compliance.
  • Assists in creation of desktop procedures.
  • Implements and evaluates revised policies and procedures.
  • Coordinates special HR related projects. 

 

QUALIFICATIONS

  • Education:    College degree with business classes preferred but not mandatory.
  • Experience:  Minimum of 3 - 5 years of payroll and benefits experience, preferably in a banking        environment.
  • Skills/Ability: Proficiency with Ceridian and other Payroll and HR systems, and with MS Word and   Excel.  Time management and ability to prioritize. Precision and detail oriented. Ability to perform with minimal supervision. Provide some supervision and general guidance to Payroll Specialists and other HR administrative staff as needed. Knowledge on federal and state wage tax laws and regulations required. Strong problem resolution skills. Strong verbal and written communication skills in English (bilingual Chinese a plus).  Leadership skills a plus.

 

OTHER DETAILS

$31.97 – $32.31 / hour
Pay determined based on job-related knowledge, skills, experience, and location.
